2015-1155 3 RESOLUTION NO. 2015 -1155 Whereas, David J. Mumma is retiring from City of Janesville employment after having diligently served the people of the City of Janesville and the community for more than thirty -five years; retiring as the Transit Director for the City of Janesville; and Whereas, during David's employment with the City of Janesville, he provided exemplary professional service and demonstrated conscientious devotion to the duties of his position, which he performed with sincerity, honesty, integrity, and dedication; and Whereas, David is a patriot for our country, having served twenty -eight years in the United States Army Reserve with commissions in the Field Artillery Branch; the Armor Branch and finishing his military career in 1998 as a Wisconsin Course Manager for the Combined Arms and Services Staff School as part of the United States Army Command and General Staff College; and Whereas, David began his career in transportation by driving school and charter buses for Voigt's Bus Service in St. Cloud, Minnesota following graduation from Saint John's University; and Whereas, following completion of his Officer Basic Course for the Army, Dave continued as Dispatcher, Safety Director and Driver Supervisor for Voigt's Bus Service; and Whereas, David then worked as Operations Supervisor with the Jackson Public Transportation Company in Jackson, Michigan from September, 1977 until coming to the City of Janesville in 1979; and Whereas, David began his employment with the City of Janesville as an Assistant Transit Superintendent on August 1, 1979, and was promoted to Transit Superintendent on March 17, 1980, the position title was changed to Transit Director in 1987 and David continued as Transit Director for the remainder of his career with the City of Janesville; and Whereas, David implemented many initiatives to benefit the residents of Janesville, including a robust preventative maintenance program; evening and Saturday bus service; school transportation services for middle and high school students; development of contracted Paratransit Services; the extremely successful Youth Token Program; and the bike on bus program; and Whereas, David is a proponent of regional transportation, having spearheaded the implementation of the Beloit- Janesville Express and Janesville - Milton - Whitewater Innovation Express routes; and Whereas, David oversaw the construction of the downtown Transfer Center and the Transit Services Center, two considerable transit - related building projects, during his tenure at the Janesville Transit System; and Whereas, David was very involved in statewide transportation affairs, serving as Past President and a former member of the Executive Committee and Board of Directors for the Transportation Development Association of Wisconsin; and serving in several roles, including President and Legislative Chairperson, for the Wisconsin Urban and Rural Transit Association; and Whereas, it is desired that such service to the City of Janesville be properly recognized; and Now, Therefore, Be It Resolved that the people of the City of Janesville, through the City Council, do express their grateful appreciation to David J. Mumma for his more than thirty -five years of loyal public service. Dated this 12 day of January, 2015.
