A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACQUIRE THE GRAF PROPERTY
WHEREAS, the City of Janesville is implementing a riverfront strategy which calls for the acquisition of
selected properties along the Rock River corridor; and
WHEREAS, the Wisconsin Department of Natural Resources has awarded the City a Letter of
Retroactivity for a 50% matching grant from the Wisconsin Stewardship Program to acquire this property; and
WHEREAS, the 2000 Note Issue includes funding of $200,000 to acquire land along the Rock River;
and
WHEREAS, on February 21st, 2000, the Janesville Plan Commission reviewed this acquisition and
voted unanimously recommending acquisition based on its consistency with City plans, although not evaluating
the financial aspects of this acquisition; and
WHEREAS, acquiring this property is in the best interest of the City and of benefit to the community,
NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Janesville that they
hereby authorize the City Manager and/or his designees to purchase said property from HarrietGraf on behalf
of the City as City Manager deems necessary or desirable to effectuate the intent of this resolution and such
grant programs; and
BE IT FURTHER RESOLVED, that the City of Janesville shall comply with all of the State and Federal
rules for this program, may perform force account work, will maintain the completed projects in an attractive,
inviting and safe manner, will keep the facilities open to the general public during reasonable hours consistent
with the type of facility, and will attain from the Wisconsin Department of Natural Resources approval in writing
before any changes are made to the use of the proposed site; and
BE IT FURTHER RESOLVED, that the City Manager and his designee(s) may, from time to time,
negotiate, draft, amend, execute and enter into such changes and other documents to the grant, property
acquisition documents, contracts and agreements and take such other actions as the City Manager may deem
necessary or desirable to effectuate the intent of this resolution and such grant program.
