2000-22RESOLUTION NO. 2000-22 A RESOLUTION AUTHORIZING A SUPPLEMENTAL APPROPRIATION TO THE CITY'S GENERAL FUND OPERA TING BUDGET CONTINGENCY ACCO UNT IN THE AMOUNT OF $102,000 FOR THE FISCAL YEAR 2000 WHEREAS, the City of Janesville City Administration has established a contingency account as part of the City of Janesville's general fund operating budget in accord with generally accepted accounting principles; and WHEREAS, the City Administration believes it reasonable, prudent and desirable to amend the City of Janesville's fiscal year 2000 general fund operating budget so as to transfer One Hundred Two Thousand and No/Dollars ($102,000) from the City's undesignated fund balance to this contingency account to meet one or more unforeseen needs and financial demands that may or might arise during the remainder of the general fund operating budget fiscal year 2000; and WHEREAS, the contingency account in the City's general fund operating budget is and shall be part of the program budget of the City of Janesville; and WHEREAS, Section 62.11(5), 66.01, 65.90 and 65.90(5) of the Wisconsin Statutes enable, empower and authorize the governing body of Wisconsin City to amend and supplement an adopted general fund operating budget, from time to time, in the best interests of the community and its financial well-being; and WHEREAS, such supplemental appropriation would establish a higher overall base for the City of Janesville fiscal year 2000 general fund operating budget upon which future shared revenues for the year 2001 and subsequent years will be based, calculated and provided by the Wisconsin Department of Revenue, resulting in increased shared revenues for the City of Janesville; and WHEREAS, the Common Council of the City of Janesville hereby finds that such supplemental appropriation is in the best interests of, benefit to, police powers of, welfare and well being of the City of Janesville; NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Janesville that they hereby, as part of the City of Janesville's general fund operating budget including, but not limited to, authorize the supplemental appropriation and transfer of One Hundred Two Thousand and No/Dollars ($102,000) from the City of Janesville's undesignated fund balance to said City of Janesville's 2000 general fund operating budget contingency account; and RESOLUTION NO. 2000-22 PAGE 2 BE IT FURTHER RESOLVED that the City Manager, with the approval of the City Council, is further empowered to make such transfers from the contingency account to such other general fund operating budget accounts as the City Manager and City Council may, from time to time, determine necessary and/or desirable to effectuate the intent of said contingency account and this resolution.
