RESOLUTION AUTHORIZING APPLICATION FOR AND PARTICIPATION IN THE
WISCONSIN HOUSIN6 COST REDUCTION INITIATIVE (HCRI)/HOME INVESTMENT PARTNERSHIPS
(HOME) PROGRAM
WHEREAS, residents of the City of Janesville have a need for affordable housing; and
WHEREAS, the State of Wisconsin, Division of Housing has developed the Wisconsin Housing Cost Reduction
Initiative/Home Investment Parmerships Program (HCRI/HOME) to provide funding for an affordable home
ownership program; and
WHEREAS, the Janesville Community Development Authority has recommended that the Common Council
approve an application for $767,600.00 to fund home ownership, housing rehabilitation and rental assistance
activities under this program and consistent with the City of Janesville Home Ownership Program; and
WHEREAS, the Common Council finds that it is in the Community's best interest to fulfill the requirements to
secure these HCRI/HOME Program funds.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Janesville that it authorizes and
directs the City Manager to submit an application for Seven Hundred Sixty Seven Thousand Six Hundred Dollars
($767,600.00) in HCRI/HOME funds with the State of Wisconsin.
BE IT FURTHER RESOLVED, that the City Manager, and his designees, are hereby authorized to negotiate,
draft, prepare, execute, file and modify such other documents, papers and agreements ancillary and/or pertaining
thereto and, from time to time, to take and/or make whatever other minor actions and/or minor modifications to the
above described agreements as the City Manager and/or his designee may deem necessary and/or desirable to
effectuate the purposes of such agreements and the intent of this resolution, and to administer the program in
accordance with all applicable State and Federal regulations. The City Manager is also hereby authorized to revise
the FY2000 budget document to reflect the receipt of the FY2000 HCRI/HOME Program funds and the expenditure
as reflected in this resolution and as awarded.
