2014-1132 RESOLUTION NO. 2014 -1132 A resolution authorizing the expenditure of $10,653 to support the purchase and installation of signage at Traxler Park. WHEREAS, Traxler Park is one of Janesville's most treasured and widely used public open spaces, and the City and several user groups continue to work collaboratively to preserve and enhance this resource for current and future generations; and WHEREAS, Rock Aqua Jays Water Ski Show Team has been an active and successful user group that has both benefitted from and added to the amenity of Traxler Park; and WHEREAS, the Rock Aqua Jays Water Ski Show Team has provided citizens and visitors to Janesville with more than fifty years of entertainment, philanthropy, and positive economic impact; and WHEREAS, the leadership of the Rock Aqua Jays Water Ski Show Team have solicited and received donations for the improvement of the entrance sign to Traxler Park totaling more than $70,000 in valuable materials, labor, and money; and WHEREAS, upon completion and installation of the entrance sign to Traxler Park it will become an asset owned wholly by the City of Janesville; and WHEREAS, the leadership of the Rock Aqua Jays Water Ski Show Team has sought City financial participation to purchase and install said signage, in the amount of $10,653; and WHEREAS, Tax Increment Finance District No. 33 has a project plan that was adopted in 2008, and that plan provides that public infrastructure improvements can and should be made within 1 /2 mile of the boundary of TIF 33; and WHEREAS, Traxler Park is within 1/2 mile of the boundary of TIF 33, and identification signage at the gateway to Traxler Park is a public infrastructure improvement; and WHEREAS, the Common Council authorizes and currently has sufficient balance in TIF 33 to provide $10,653 to support the purchase and installation of signage at Traxler Park; and WHEREAS, the City may grant these funds to a non - profit, non -stock organization for use towards the renovation and rehabilitation, such as the Rock Aqua Jays Water Ski Club, Inc., P.O. Box 754, Janesville, Wisconsin, pursuant to Wis. Stats. Secs. 62.11(5), 62.22(1), and other applicable Wisconsin statutes and laws for their expenditure solely pertaining to the Traxler Park Entry Sign project and purposes, and may use such funds after and /or with the expenditure of privately raised monies pertaining to such work; and WHEREAS, the City Manager shall have the authority to determine and require the proper mechanisms, means, and timing for the appropriated expenditure(s) of the City's grant monies for this project, and to make take actions thereto from time to time as he determines to be in the best interests of the City, the project, and the public; and WHEREAS, the Common Council find that such proposed construction, related activities and purposes, and City funding are of benefit to the public and in the best interest of the City, its residents, and public facility users; and NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Janesville that: 1. Each of the above recitals is hereby reiterated and incorporated herein by reference as if fully set forth verbatim; and 2. The proposed renovations, rehabilitation, preservation, and City monies grant appropriation are hereby approved and authorized; and 3. The City Manager and his designee(s), on behalf of the City of Janesville, is /are hereby authorized and empowered to negotiate, draft, modify, review, execute, and enter into additional agreements, understandings, and arrangements; to make modifications thereto; and to take whatever other actions as the City Manager may determine, from time to time and at any time, necessary and/or desirable to effectuate the intent of this Resolution, project, and/or public purposes.
