2003-384 CITY OF JANESVILLE
RESOLUTION NO. 2003-384
A Resolution Authorizing a Project Agreement with the Wisconsin Department of Transportation
for Improvements to State Trunk Highway 11 (Avalon Road) in, and adjacent, to, the City of
Janesville.
WHEREAS, the Common Council of the City of Janesville recognizes the need to improve State
Trunk Highway 11 from U.S. Highway 51 (Center Avenue) to Interstate 39/90, a distance of 2.5
miles for increasing vehicular traffic, to eliminate deteriorating conditions and high maintenance
costs, and to improve traffic safety; and
WHEREAS, the Wisconsin Department of Transportation has scheduled the reconstruction of
said Highway 11 in 2004 at an estimated cost of $7,100,000; and
WHEREAS, the City of Janesville's share of project costs are limited to the cost of manhole
adjustments and to 20% of the design and construction of a bike path now estimated to total
$14,000.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Janesville that
the City Manager be authorized to execute a Project Agreement with the Wisconsin Department
of Transportation and take any other action as may be necessary to implement and complete the
reconstruction of said Highway 11; and
BE IT FURTHER RESOLVED, that the City Manager and his designee(s), on behalf of the City
of Janesville, is/are hereby authorized and empowered to negotiate, draft, modify, review,
execute, and enter into additional agreements, payments, and record, file and/or make minor
modifications and/or amendments to any and all documents, papers, forms and agreements, and to
take Whatever other actions as the City Manager may determine from time to time and at any
time, necessary and/or desirable to effectuate the intent of this Resolution and/or project.
BE IT FURTHER RESOLVED, that the Common Council intends to fund the City's share of this
project.
