A special meeting of the City Council held at the Municipal Building on October 21,2002 at
5:00 p.m.
Council President DeGarmo called the meeting to order. Present: Council President
DeGarmo, Councilmembers, Brien, Murphy (arrived 5:10 p.m.), O'Leary, Steeber and
Williams. Absent: Councilmember Damron.
City Manager Sheiffer informed Council that the 2002 budget would need to be amended
to the maximum expenditure level allowed by the expenditure restraint program. A
resolution will be prepared to amend the current budget.
The City Council reviewed the proposed revenue summary, the expenditure summary and
the following budgets: City Council, City Manager, City Assessor, City Attorney, City Clerk-
Treasurer, Finance Department, Human Resources, Information Technology, Planning,
Economic Development and Housing and Neighborhood Services, Public Works
Administration, Maintenance and Repair programs, Public Buildings, Traffic Management,
Sanitation Fund and Vehicle Operation andMaintenance.
Councilmember O'Leary left the meeting at 6:20 p.m.
The City Council reviewed the budgets for Technical Service, Storm Water Utility and the
Insurance Fund.
Councilmember Steeber left the meeting at 7:00 p.m.
The City Council reviewed the budgets for the Water and Wastewater utilities. During the
review of the budgets, the City Council asked various questions. The Administration will
provide the Council with a memo analyzing the insurance cost savings from CVMIC and
Employers Health Insurance. In addition, the Administration will research how much the
City paid for the water utility in 1915. Councilmember Murphy suggested showcasing our
public facilities by holding open houses.
Matters not on the agenda. City Manager Sheiffer stated that the December 9, 2002
Council agenda will include a resolution to rename the Memorial Bridge to the Bellrichard
Bridge, a resolution to establish an Economic Development Grant for Class B reserve
alcohol license holders and an ordinance to amend the no smoking ordinance.
There being no further business, the Council adjourned at 7:25 p.m.
