Regular meeting of the City Council of the City of Janesville held in the Municipal Building on
September 23, 2002.
The meeting was called to order by Council President DeGarmo at 7:00 p.m. Councilmember Brien
led the Council in the Pledge of Allegiance.
Present: Council President DeGarmo, Councilmembers Murphy, Damron, Williams, Brien and
O'Leary. Absent: CouncilmemberSteeber
CONSENT AGENDA
Minutes of the regular meeting of September 9, 2002.
Minutes of the closed session of September 9, 2002.
Licenses; and Recommendations of the Alcohol License Advisory Committee.
Financial statement for the month of August 2002.
Action on a motion to approve final Certified Survey Map #02039-C, WP&L, 1 lot on Kennedy Rd.
Waiver of special assessment procedure for storm sewer, sidewalk and street light charges for
Rockport Ridge Estates Fourth Addition, Robert Martin.
Council President DeGarmo stated that the Consent Agenda would be approved if there were no
objections. There were none.
OLD BUSINESS
1. Requests and comments from the public on matters which can be affected by Council action.
The following individuals addressed Council regarding goose hunting in the parks: Alegra
Rosenberg, 1716 Beloit Avenue; Barb Potter, 540 Sussex Drive; Carol Roehl, 1251 East Memorial
Drive; and John Graf, 1628 Newman Street. Ty Bollerud, 424 South Pearl Street, spoke regarding
chemicals in cigarettes.
2. & 3. Proposed ordinances annexing (2002-148) and rezoning upon annexation (2002-149)
property located east of Kennedy Road and north of USH 14. Council President DeGarmo closed the
continued public hearing and postponed action to a date to be determined by the City Manager. (File
Ord. Nos. 2002-148 and 2002-149)
4. A proposed resolution authorizing the Letter of Intent to negotiate amendments and/or a new
three party agreement to the Janesville Landfill Gas Extraction Leases and Agreements with Janes
LFG Corporation and Ameresco, Inc. Councilmember Williams moved to adopt said revised
resolution, seconded by Councilmember Brien and passed unanimously. (File Rev. Res. No. 2002-

NEW BUSINESS
1. A. A proposed resolution granting an ingress/egress easement across the northwest corner of
Marquette Park. Councilmember Brien moved to adopt said resolution, seconded by Councilmember
Williams and passed unanimously. (File Res. No. 2002-283)
B. A proposed resolution granting utility easements in the public greenbelt on the City's east side to
Alliant/Wisconsin Power & Light Company. Councilmember Williams moved to adopt said resolution,
seconded by Councilmember Damron and passed unanimously. (File Res. No. 2002-276)
2. A proposed ordinance amending City of Janesville Ordinance 5.06.350 to eliminate double
fencing for special one-day event alcohol licenses was introduced, referred to the Alcohol License
Advisory Committee, and scheduled for public hearing on October 14, 2002. (File Ord. No. 2002-
155)
3. Matters not on the Agenda. Council President DeGarmo scheduled an MPO Policy Board
meeting on October 28, 2002, at 6:30 p.m. A neighborhood meeting for south and southwest city
residents is scheduled for 6:00 p.m. on October 8, 2002 at Edison Middle School. Councilmember
O'Leary requested the Administration evaluate handicapped accessibility to Monterey Stadium.
Council President DeGarmo recognized City Manager Sheiffer for receiving a 30-year service award
from ICMA.
4. Closed Session. Council President DeGarmo moved to convene into closed session pursuant to
Wisconsin State Statute Section 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session, seconded by
Councilmember Brien and passed unanimously.
There being no further business, Council convened into closed session at 7:45 p.m.
