A special meeting of the City Council of the City of Janesville held in the Municipal Building on May 8,
2003.
The meeting was called to order by Council President Williams at 5:00 p.m.
Present: Council President Williams, Councilmembers Addie, Murphy, DeGarmo, Steeber, Brien and
Wellnitz.
1. Review of proposed note issue. City Manager Sheiffer reviewed the projects in the proposed
2003 General Fund note issue. Council asked various questions during the presentation. The City
Manager presented options for the Janesville Performing Arts Center (JPAC). A public hearing on
the Center was set for June 9, 2003. Councilmembers Steeber, Addie and Murphy requested the
Administration prepare a JPAC funding resolution.
2. Plan for implementation of fourth ambulance. Michelle Bostinelos, Associate Planner, presented
four options to Council. By consensus, Council selected option B as outlined in the April 30, 2003
memo to the City Manager "Revaluation of the Fire Department Total Quality Management Five-year
Strategic Plan." This option implements an ambulance at station #4 and retains an engine at each of
the five stations.
Councilmember Brien requested the Administration provide the ambulance response time to the
General Motors plant.
3. Future plan for aquatics facilities. By consensus, Council referred the Rockport Pool facility report
to the Leisure Services Advisory Committee to explore a range of options including private operation
and a private/public partnership.
There being no further business, Council adjourned at 8:28 p.m.
