2014-1106 RESOLUTION NO. 2014 -1106 A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION IN COOPERATION WITH THE JANESVILLE MOBILIZING 4 CHANGE (JM4C) COMMUNITY COALITION FOR A U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES 2014 DRUG FREE COMMUNITIES MENTORING GRANT WHEREAS, the Janesville Mobilizing 4 Change (JM4C) Community Coalition has proposed to apply for a Drug Free Communities (DFC) Mentoring Grant from the U. S. Department of Health and Human Services in the amount of $75,000; and WHEREAS, Better Brodhead, an emerging coalition, has requested and agreed to receive mentoring services from Janesville Mobilizing 4 Change; and WHEREAS, the goal of the Drug Free Communities Mentoring Grant is to have established coalitions in good standing assist newly- forming coalitions in becoming eligible to apply for DFC funding on their own; and WHEREAS, Janesville Mobilizing 4 Change is an established coalition and a current Drug Free Communities Grant recipient in good standing; and WHEREAS, Janesville Mobilizing 4 Change meets all of the statutory requirements for a Drug Free Communities Mentoring Grant; and WHEREAS, Janesville Mobilizing 4 Change's members who represent 12 different sectors of the Janesville community including youth; parents; business; media; schools; youth - serving organizations; law enforcement; religious or fraternal organizations; civic or volunteer groups; healthcare professionals; state or local government agencies with expertise in the field of substance abuse; and other organizations involved in reducing substance abuse, support the application and the action plan of the Drug Free Communities Mentoring Grant; and WHEREAS, the City of Janesville previously authorized a cooperative agreement to serve as a fiscal agent for Janesville Mobilizing 4 Change, providing accounting and financial oversight of the federal Drug Free Communities Grant; and WHEREAS, a minimum of a 100% match is required for the grant and this match will be met by in -kind community contributions as outlined in the grant application; and WHEREAS, the Common Council of the City of Janesville finds it is in the best interest of the City of Janesville and the community to extend Janesville Mobilizing 4 Change's experience and knowledge throughout Rock County and the surrounding communities. NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Janesville that it authorizes and directs the City Manager to participate in a cooperative agreement for an application to the U. S. Department of Health and Human Services, and that the City Manager is authorized to act in connection with the application and to provide such additional information as may be required and to administer the program in accordance with all applicable State and Federal regulations. BE IT FURTHER RESOLVED, that the City Manager, and his designees, are hereby authorized to negotiate, draft, prepare, execute, file and modify such other documents, papers and agreements ancillary and /or pertaining thereto and, from time to time, to take and /or make whatever other minor actions and /or minor modifications to the above described agreements as the City Manager and /or his designee may deem necessary and /or desirable to effectuate the purposes of such agreements and the intent of this resolution.
