2014-1098 RESOLUTION NO. 2014 -1098
A Resolution authorizing the City Administration to expend funds on computer hardware,
software, and related consulting services to implement credit card payments.
WHEREAS, the City of Janesville has implemented four (4) phases of an ERP solution including
Computer Aided Mass Appraisal, Community Development, Utility and Miscellaneous Billing,
and General Ledger /Payroll /Purchasing; and
WHEREAS, It was anticipated that, as part of the eGov module of the ERP, citizens would be
able to make payments via credit card; and
WHEREAS, the eGov portal was not implemented due to funding constraints; and
WEHEREAS, payment by credit card has increasingly become a convenient method of payment
for retail customers; and
WHEREAS, most communities the size of Janesville accept credit cards for payment of certain
types of bills; and
WHEREAS, in order to better meet the customer service expectations of our customers the City
Administration would like to offer the option to pay by credit card;
NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Janesville that
they hereby approve and authorize the City Administration to expend funds not to exceed
$40,000 for computer hardware, software, and related consulting services to implement an
integrated credit card payment solution; and
BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that this
authorization commits the Common Council -t - allude --$4Q OOQ-4 - the 201'1 tax excmpt
- obligation ssory-note issue -for this -pur e- Internal Revenue Code of
1986. This declaration of official intent is consistent with the budgetary and financial
des of the City. The purpose of this Resolution is to satisfy tho "official intcnt"
requirement of the Treasury Regulation Section 1.150 2.
