RESOLUTION NO. 2014 -1079
A RESOLUTION AUTHORIZING A SUPPLEMENTAL BUDGET APPROPRIATION
FOR 2014 FOR THE PURPOSE OF PLANTING TREES RELATED TO A WDNR
GRANT.
WHEREAS, the City's 2014 budget for the purpose of the Parks Division - Forestry
program was reduced by $64,802; and
WHEREAS, the City's 2014 budget for the purpose of the Parks Division was
decreased by $22,719; and
WHEREAS, in 2013 the Parks Division received a fifty percent (50 %) matching
urban forestry grant from the Wisconsin Department of Natural Resources (WDNR) and
such funding was able to be expended and the City received an extension for expending
funds to June of 2014; and
WHEREAS, it is beneficial to the residents of Janesville to plant trees for aesthetics,
storm water reduction, shade, replacement of ash trees that will be dying, and over all well
being; and
WHEREAS, the Parks Division budget will increase by $34,164 to plant trees, with
$17,500 being returned to the City via the WDNR Forestry Grant; and
WHEREAS, the Common Council finds it is in the best interest of the City to provide
supplemental funding and authorize a budget adjustment to fund the planting of trees on
public property for the calendar year 2014; and
WHEREAS, Council Policy Statement #58 requires the Council's approval to amend
the current year's budget to provide funding when the adopted program appropriation does
not contain sufficient funds; and
WHEREAS, it is within the authority of the Common Council, pursuant to Section
65.90(5)(a), Wisconsin Statutes to authorize and direct such supplemental appropriations.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Janesville that all of the above recitals are incorporated herein by reference as if fully set
forth verbatim; that pursuant to Section 65.90 (5)(a) of the Wisconsin Statutes, the
Common Council of the City of Janesville hereby authorize and direct that a supplemental
appropriation in the amount of $34,164 be and hereby is made from the General Fund's
Undesignated Fund Balance and placed into the amended 2014 Parks Division budget
accounts.
