Minutes 08-20-02.docPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING August 20, 2002 Approved August 26, 2002 VOL. 53 NO. 10 A special meeting of the City Council of the City of Janesville held in the Municipal Building on August 20, 2002. The meeting was called to order by Council President DeGarmo at 4:00 p.m. Present: Council President DeGarmo, Councilmembers Williams, O'Leary, DeGarmo, Murphy, Steeber and Damron (arrived 4:20). Establish goals and priorities. City Manager Sheiffer presented the status report on Council Priorities and the associated work program items. In addition, he presented the proposed Administrations Goals and Priorities for 2002-2004. The four goals were: provide municipal services that are high quality, cost effective and citizen responsive; pursue an economic and community development strategy that promotes employment, growth and community revitalization; plan for future growth of the City and provide the necessary infrastructure; and pursue initiatives that maintain a high quality of life in the City of Janesville. Councilmember O'Leary moved to approve the Administration Goals and Priorities for 2002-2004, seconded by Councilmember Brien. The motion passed unanimously. Matters not on the agenda. Council President DeGarmo stated that at the August 26, 2002 Council meeting, Council would hear all non-controversial items before the proposed smoking ordinance. In addition, speakers at the public hearing on the proposed smoking ordinance would be limited to no more than five minutes if there is a direct financial impact on their business; whereas, the remaining speakers will be limited to no more than three minutes. Councilmember Brien requested that Room #416 be equipped with a TV for the potential overflow of citizens attending the August 26, 2002 Council meeting. City Manager Sheiffer informed Council he was releasing his Administrative hold on five police officer vacancies.
