2002-236RESOLUTION NO. 2002-236 RESOLUTION ALLOCATING FY2002 HOME PROGRAM FUNDS and REALLOCATING FY2002 AND FY2001 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS WHEREAS, the City of Janesville expects to receive $315,860.00 in FY2002 HOME funds under the Rock County HOME Consortium; and WHEREAS, the 2002 Community Development Block Grant (CDBG) Entitlement allocation to the City of Janesville from the U.S. Department of Housing and Urban Development was $12,000 less than originally proposed in the 2002 Consolidated Plan Action Plan; and WHEREAS, the Community Development Authority has held a public hearing and has reviewed and recommended the following allocation of FY2002 HOME funds and reallocation of FY2001 and FY2002 CDBG funds and amendment to the Action Plan: FY2002 HOME FUNDS Provision of Lots for Affordable Housing Construction Rental Rehabilitation Home Ownership Program Administration Total $150,000 71,224 63,050 31,586 $315,860 REALLOCATION of FY2002 CDBG PROGRAM Funds Administration General Administration Rehab. WHEREAS, the Common Council finds that it is in the community's best interest to fulfill the requirements and make the allocations to the FY2002 HOME program and to the FY2001 and FY2002 CDBG programs as recommended. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Janesville, that it authorized and directs the City Manager to submit the revisions to the Consolidated Plan as recommended, including assurances contained therein and to provide any other information requested by HUD; BE IT FURTHER RESOLVED, that the City Manager, and his designees, are hereby authorized to negotiate, draft, prepare, execute, file and modify such other documents, papers and agreements ancillary and/or pertaining thereto and, from time to time, to take and/or make whatever other minor actions and/or minor modifications to the above described agreements as the City Manager and/or his designee may deem necessary and/or desirable to effectuate the purposes of such agreements and the intent of this resolution. The City Manager is also hereby Resolution No. 2002-236 Page 4 authorized to revise the FY2002 budget document to reflect the receipt of the FY2002 Community Development Block Grant Program funds and HOME Program funds and the expenditure as reflected in this resolution.
