RESOLUTION NO. 2013 -987
JURISDICTIONAL TRANSFER AGREEMENT
EXISTING CTH Y (JOHN PAUL ROAD), CITY OF JANESVILLE
WHEREAS, the functional /jurisdictional relationship of present State and Local Highway
Systems have been cooperatively reviewed by the City of Janesville and Rock County;
and
WHEREAS, Rock County and the City of Janesville have cooperated in developing this
jurisdictional change; and
WHEREAS, the Wisconsin Department of Transportation, under s. 84.02(3), may enter
into a jurisdictional transfer agreements with local units of government, thereby
facilitating such alterations in jurisdictional highway system.
THEREFORE BE IT RESOLVED, that the City Council of the City of Janesville
approves the following segments of highway be added to the City highway system:
Existing CTH Y (John Paul Road) from a point at the intersection of WIS 26,
thence northerly 0.18 miles; also including only the east half of the road from a
point 0.18 miles north of the intersection with WIS 26 and extending northerly
0.03 miles. This section of roadway is 0.18 miles in length for full width and 0.03
miles in length for half width.
BE IT FURTHER RESOLVED, that the City Council of the City of Janesville authorizes
the City Manager to execute the Jurisdictional Transfer Agreement with Rock County.
1. The County shall:
A. Provide a set of as -built plans to the City (if available).
B. Fully convey all access rights and permitting control along the segment to
be transferred to the City.
2. The City shall:
A. Accept the jurisdictional and maintenance responsibility of the segment to
be transferred upon completion of construction work associated with State
Project ID 1390 -04 -81 and execution of this Agreement.
BE IT FURTHER RESOLVED, that the effective date of the jurisdictional transfer will be
upon the completion of a portion of the WIS 26 expressway expansion improvements
and opening to traffic, estimated to be in December, 2012.
