A Resolution approving an Armored Rescue Vehicle Intergovernmental Cooperation
Agreement ( "Agreement') between the City of Janesville, City of Beloit, and Rock
County.
Whereas, the Common Council of the City of Janesville are committed to the delivery of
high quality law enforcement services and in an efficient, effective, and cost - conscious
manner; and
Whereas, the Common Council believe that the use of an Armored Rescue Vehicle
would be beneficial in providing high quality law enforcement services; and
Whereas, this proposed Intergovernmental Agreement defines the rights,
responsibilities, and financial obligations of the City of Janesville, City of Beloit, and
Rock County pertaining to the purchase, operation, and maintenance of the Armored
Rescue Vehicle that would be shared by all three units of government; and
Whereas, the Common Council find that this Agreement and funding is in the best
interest, common good, and public benefit of the public; and
Whereas, funding of the City of Janesville's Forty Thousand and 00/100 Dollars
($40,000) share of the acquisition cost shall come solely from a $40,000 in federal drug
forfeiture monies already -in -hand (no federal, state, or local tax dollars involved); and
Whereas, Wis. Stats. §§ 66.0301, 62.11(5), 65.90, and related statutes empower(s) the
City of Janesville to enter into this proposed Intergovernmental Cooperation Agreement.
NOW, THEREFORE, It Is Hereby Resolved by the Common Council of the City of
Janesville as follows:
1. Each of the above recitals is reiterated and incorporated herein as if fully set forth
verbatim.
2. The attached proposed Intergovernmental Cooperation Agreement by and
between the City of Janesville, City of Beloit, and Rock County is hereby
approved and authorized.
3. BE IT FURTHER RESOLVED, that the City Manager and his designee(s), on
of the City of Janesville, is /are hereby jointly and severally authorized and
empowered to execute, enter into„ amend, draft, review, revise, modify, file,
and /or record the Intergovernmental Cooperation Agreement attached hereto,
and such additional agreements, amendments, documents and letters of
understanding concerning this matter, and to take whatever additional other
actions that the City Manager may determine in his sole discretion, from time to
time and at any time, necessary, beneficial, and /or desirable in the public interest
to effectuate the intent of this Resolution.
