2013-978 RESOLUTION NO. 2013 -978 RESOLUTION APPROVING A REVISED 2013 CITY BUDGET AND AMENDING THE BUDGETS FOR THE POLICE DEPARTMENT, FIRE DEPARTMENT AND WATER UTILITY WHEREAS, On November 26, 2012 the Common Council adopted the 2013 Janesville City Budget, including, but not limited to, program budgets for the Police Department, Fire Department, and Water Utility; and WHEREAS, at the time the 2013 City Budget was prepared and adopted, the City of Janesville was still engaged in negotiations with the bargaining units representing the Police Officers and Fire Fighters, and, therefore, anticipated that the level of expenditures for Personal Services would be the same as provided during 2¢12; and WHEREAS, since the adoption of the 2013 City Budget, the City and 1 the bargaining units representing the Police Officers and Fire Fighters have approved land ratified three -year successor agreements that result in substantial cost savings for the City of Janesville in 2013 but also provide for wage increases in 2014 and 2015 that offset the 2013 savings; and WHEREAS, with levy limits and other fiscal constraints it is financially p rudent to be proactive and plan for these future cost increases before they impact future years' budgets; and WHEREAS, the Police Department budget will be revised as follows: Personal Services: Wages +$142,707 Benefits - $426,657 ;and WHEREAS, the Fire Department budget will be revised as follows: Personal Services: Wages +$127,132 Benefits - $372,155 ;and WHEREAS, the General Fund Expenditure Summary will be amended by adding an expenditure line entitled "Contingency Account" comprised of the net 2013 savings from the Police and Fire settlements with a 2013 budgeted amount of $528,973; and WHEREAS, the 2012 adopted budget for the Water Utility included funding for an update of the Water System Master Plan ($50,000), the preparation of a Well HOad Resolution No. 2013 -978 Page 2 Protection Plan ($75,000), and a study of Well #14 ($30,000); and WHEREAS, The Water Utility has entered into contracts and commenced work on these projects, but the projects will not be completed nor paid for until 2013, thus appearing as 2013 expenditures; and WHEREAS, such expenditures were not included in the 2013 Water Utility budget adopted by the City Council and may cause the Water Utility to exceed the 2013 adopted budget; and WHEREAS, the 2013 Water Utility budget will be revised as follows: Contractual Services: Auditing & Consulting +$38,823 Other Contractual Services +$37,900 Supplies & Materials Capital (User Fees) +$18,488 ;and WHEREAS, the Common Council find that it is in the community's best interest to revise the 2013 budgets for the Police Department, Fire Department and Expenditure Summary — Contingency Account to reflect the 2013 savings from the 2013 — 2015 labor agreements; and the 2013 budget for the Water Utility to reflect 2013 expenses for 2012 contracts yet to be completed and paid for.
