A Resolution Authorizing an Agreement with the Dane County Humane Society to Provide Intake and
Care of Stray Animals in 2013
Whereas, the City of Janesville is responsible for the enforcement of Animal Care Laws, which include Title 6
of the Janesville Ordinances ( "Animals "), Chapter 173 of the Wisconsin Statutes ( "Animals; Humane
Officers "); Chapter 174 of the Wisconsin Statutes ( "Dogs "); Chapter 951 of the Wisconsin Statutes ( "Crimes
Against Animals "); and the rabies control program established under Wisconsin Statute section 95.21; and
Whereas, the City of Janesville desires to contract with a service provider to provide Stray Animal Services for
calendar year 2013 in the manner and for the amounts set forth in a certain Agreement, a true and correct
photocopy of which proposed Agreement is attached hereto and incorporated herein as if fully set forth
verbatim; and
Whereas, the Common Council has previously authorized an agreement with the Rock County Humane Society
to provide stray animal services in 2013; and
Whereas, the Common Council find that entering into an agreement with a provider in addition to the Rock
County Humane Society for stray animal control, shelter, and care services is in the best interest and benefit of
the City, taxpayers, and community.
Whereas, the City of Janesville and the Dane County Humane Society are currently discussing an Agreement for
stray animal control, shelter, and care services
NOW, THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF JANESVILLE that
the City Manager, City Clerk, and his /her designee are authorized, on behalf of the City of Janesville, to negotiate,
enter into and execute an agreement with the Dane County Humane Society for stray animal services for 2013 as
long as said agreement is substantially similar to the previously approved agreement with the Rock County Humane
Society or the previously approved agreement with the Dane County Humane Society for owned animals; and to
make and take such minor additional amendments and /or actions as may from time to time, be determined by the
City Manager as necessary and/or desirable to effectuate the Agreement, the intent of this Resolution, and /or for the
public good.
