RESOLUTION NO. 2012 -958
A RESOLUTION AUTHORIZING STATE/MUNICIPAL AGREEMENTS BETWEEN THE CITY
OF JANESVILLE AND the State of Wisconsin regarding the design and reconstruction of the
interchange of 139/90 and East Racine Street/STH 11.
WHEREAS, East Racine Street from Palmer Drive to Park Place Lane is a public highway
under the jurisdiction of the City of Janesville, and from Park Place Lane to Midland Rd
including the interchange w/ Interstate Highway 39/90 is under State of Wisconsin jurisdiction;
and
WHEREAS, the interchange has experienced accident rates in the top 5% of safety problems
locations in the State, the interchange does not meet current design standards, and the existing
pavement is deteriorated and in need of repair; and
WHEREAS, to comply with State and Federal policies that require that pedestrian and bicycle
accommodations be included in roadway improvements of this type, the State proposes
construction of sidewalks on both sides of the street in the public interest; and
WHEREAS, the proposed south sidewalk, if constructed as a multipurpose trail, could connect
existing trails along East Racine Street and the Spring Brook Trail; and
WHEREAS, Racine Street is a major access point to the City that warrants appropriate
landscaping and visual edification; and
WHEREAS, the State of Wisconsin has commenced the process of programming the
reconstruction of this highway segment; and
WHEREAS, a draft of the proposed intergovernmental agreement is attached to and made a
part of this Resolution; and
WHEREAS, the Common Council find this proposed agreement and project, as presented, both
to be an enhancement and in the best interest of, and benefit to, the area, the City, and its
taxpayers.
NOW, THEREFORE, BE IT RESOLVED, that the City of Janesville Common Council hereby
authorize the Assistant City Manager to execute the proposed State /Municipal Agreement with
the State of Wisconsin Department of Transportation; and to take whatever other actions and
changes that the City Manager, he, and /or the authorized designee(s) may determine to be
necessary, convenient, and /or desirable, from time to time and at any time to effectuate the
intent of this project and /or Resolution.
