A RESOLUTION AUTHORIZING REMOVAL OF ADULT CROSSING GUARD
PROTECTION AT THE FOLLOWING LOCATIONS: S. Grant Avenue & Kellogg Avenue
and Center Avenue & Rockport Road.
WHEREAS, at the request of the Transportation Committee, the
Engineering Division conducted studies at the following two crossing guard
locations.
1.) S. Grant Avenue & Kellogg Avenue
2.) Center Avenue & Rockport Road
WHEREAS, Council Policy #53, governing school crossing guards,
recommends the discontinuance of adult crossing guard protection "at a
crossing where the hazard rating falls below 30 points or if the number of
elementary school children crossing during the peak crossing time is less
than 20 students "; and
WHEREAS, the study revealed both locations meet the criteria for
discontinuance; and
WHEREAS, the Transportation Committee at its November 9, 2011
meeting recommended that the adult school crossing guard protection at
the two intersections be discontinued beginning with the 2012/2013 school
year; and
WHEREAS, the Common Council find that this is in the best interest,
common good and public benefit of the public.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the
City of Janesville hereby discontinue the assignment of adult crossing
guards at these two locations beginning with the 2012/2013 school year.
