A Resolution Setting forth the City's position on the Rock County Emergency Vqarning System
WHEREAS, Rock County is currently responsible for the Rock County Emergency Warning
Siren System operation and maintenance in the City of Janesville; and
WHEREAS, it is the intent of the Rock County Board of Supervisors to consider a resolution
transferring ownership and maintenance to local municipalities; and
WHEREAS, if a municipality rejects ownership of the sirens, the County will remove those
sirens from the municipal boundaries so as to eliminate its liability exposure; and
WHEREAS, the City Council believes that the Emergency Warning Siren System is a crucial
component of the County's Emergency Operation Plan for public safety; and
WHEREAS, the City Council believes that Rock County ownership and maintenance of the
Emergency Warning Siren System is the best option and a matter of equity and fairness for the
municipalities in Rock County; and
WHEREAS, the City Council takes the position that managing and maintaining the Emergency
Warning System is currently a County function and should remain a County function.
NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Janesville
that the City of Janesville supports Rock County operation and maintenance of the Emergency
Warning System and opposes the pending resolution.
