2001-202CITY OF JANESVILLE RESOLUTION NO. 2001-202 A Resolution authorizing a Project Agreement with the Wisconsin Department of Transportation for improvements to the traffic route between Avalon Road and the General Motors facility in the City of Janesville. WHEREAS, the Common Council of the City of Janesville recognizes the need to improve the traffic route between Avalon Road and the General Motors facility to provide for increasing vehicular traffic, to eliminate deteriorating conditions, and to improve traffic safety; and WHEREAS, the traffic route includes Beloit Avenue from Avalon Road to Kellogg Avenue, a new street from the Beloit Avenue/Kellogg Avenue intersection to South Jackson Street at the Union Pacific Railroad crossing, and South Jackson from the Union Pacific Railroad crossing to Jatco Drive; and WHEREAS, the Wisconsin Department of Transportation has scheduled the construction of said traffic route, including a railroad bridge over South Jackson Street, in the years 2002 and 2003 at an estimated total cost of $13,750,000; and WHEREAS, the City of Janesville's share of project costs are limited to the cost of utility relocations and manhole adjustments and to approximately 20% of the design, construction, and property acquisition, now estimated to total $2,505,000; and WHEREAS, the Common Council finds that this public project and funding are in the best interest of the City and benefit to the community. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Janesville that the City Manager be authorized to execute a Project Agreement with the Wisconsin Department of Transportation and take any other action as may be necessary to implement and complete the construction of said traffic route between Avalon Road and the General Motors facility; and BE IT FURTHER RESOLVED, that the City Council intends to fund the City's share of this improvement project; and BE IT FURTHER RESOLVED that the City Manager and his designee(s), on behalf of the City of Janesville, is/are hereby authorized and empowered to negotiate, draft, modify, review, execute, and enter into additional agreements, record, file and/or make minor modifications and/or amendments to any and all documents, papers, forms and agreements, and to take whatever other actions as the City Manager may determine, from time to time and at any time, necessary and/or desirable to effectuate the intent of this Resolution and/or project.
