RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO
INDIVIDUAL COOPERATION AGREEMENTS WITH THE CITY OF BELOIT, AND
THE COUNTY OF ROCK, INCLUDING POLITICAL SUBDIVISIONS THEREIN, TO
FORM A FEDERAL HOME PROGRAM CONSORTIUM.
WHEREAS, the federal government has appropriated funds on a national level under the HOME
Investment Partnership Act, which is Title 1I of the Cranston-Gonzales National Affordable
Housing Act, as amended (42 U.S.C. 12701); and
WHEREAS, the City of Janesville does not itself qualify for entitlement funding but seeks to
qualify for direct entitlement funding from the U.S. Department of Housing and Urban
Development by forming a HOME Program Partnership Consortium; and
WHEREAS, the City of Janesville will act as the lead HOME consortium entity and will assume
overall responsibility for ensuring the consortium's HOME Program is carried out in compliance
with the requirements of the HOME program; and
WHEREAS, the City of Beloit and the County of Rock, representing respective townships along
with individual cities and villages within the County, seek to form a HOME consortium with the
City of Janesville; and
WHEREAS, the qualification of this HOME consortium will provide local decision-making and
annual entitlement funding under the provisions of the HOME Investment Partnership Act rather
than having to submit competitive grant applications to the State;
NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Janesville that
the City Manager is authorized to enter into and execute Mutual Cooperation Agreements with
the City of Beloit and the County of Rock, and respective villages and cities therein, which will
provide an annual entitlement to the Consortium members for such programs as housing
rehabilitation, weatherization, down payment and closing cost assistance, rent assistance, and
other authorized housing programs eligible under the HOME Investment Partnership Act, which
is Title II of the Cranston-Gonzales National Affordable Housing Act, as amended (42 U.S.C.
12701).
BE IT FURTHER RESOLVED, that the City of Janesville, as the lead entity, shall administer the
HOME Investment Partnership Act through the City of Janesville Housing and Neighborhood
Services staff on behalf of the Consort'lam members under the direction of the Community
Development Authority.
