RESOLUTION NO. 2001-161
A Resolution authorizing a revised Project Agreement with the Wisconsin Department of
Transportation for an extension of the Springbrook/Eastside Greenbelt Trail in the City of Janesville.
WHEREAS, the Common Council of the City of Janesville recognizes the need to and benefits of the
construction of bicycle/pedestrian trails to interconnect all sectors of the community with major destination
points; and
WHEREAS, the Common Council of the City of Janesville has previously approved Project Agreements for
three (3) segments of the trail improvements in 2000 and 2001, described as Springbrook/Eastside Greenbelt
Trail, Downtown/Ice Age Trail, and Rockport Park/Rock Trail, at an estimated total construction cost of
$2,161,000; and
WHEREAS, Federal/State funds have been made available, and the City of Janesville's share of the project
costs are limited to 20% of the cost of the project design and constmchon is estimated to be $432,200; and
WHEREAS, the actual cost of the Springbrook/Eastside Greenbelt Trail is less than originally estimated; and
WHEREAS, the City of Janesville desires to revise the Project Agreement for the Springbrook/Eastside
Greenbelt Trail with the Wisconsin Department of Transportation to include two extensions of the Eastside
Greenbelt Trail; and
WHEREAS, the Common Council finds that this public project and funding are in the best interest of the
City and benefit to the community.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Janesville that the City
Manager be authorized to execute a revised Project Agreement for the Springbrook/Eastside Greenbelt Trail
with the Wisconsin Department of Transportation in the manner set forth above and to take any other action
as may be necessary to implement and complete the construction of said bicycle/pedestrian trails; and
BE IT FURTHER RESOLVED that the City Manager and his designee(s), on behalf of the City of
Janesville, is/are hereby authorized and empowered to negotiate, draft, modify, review, execute, and enter
into additional agreements, record, file and/or make minor modifications and/or amendments to any and all
documents, papers, forms and agreements, and to take whatever other actions as the City Manager may
determine, fi.om time to time and at any time, necessary and/or desirable to effectuate the intent of this
Resolution and/or project.
