Minutes 06-20-2008 PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING APPROVED: July 14, 2008 June 20, 2008 VOL. 59 NO. 9 Special meeting of the City Council of the City of Janesville held in the Municipal Building on June 20, 2008. The meeting was called to order by Council President Loasching at 3:30 PM. Council President Loasching led the Council in the Pledge of Allegiance. Present: Council President Loasching, Councilmembers Brunner, McDonald, Rashkin, Steeber, Truman and Voskuil. Study Session: Discuss City Council-City Manager communication and roles. City Attorney Klimczyk reviewed State Statutes Chapter 64 and the Code of General Ordinances Chapter 2 which defines the roles of the City Council and City Manager. Councilmembers Brunner and Steeber requested a report that details all ordinances that empower the City Manager. Councilmember Voskuil requested definitions of a quorum, a walking quorum, what constitutes a meeting and conducting City Council business. The Council discussed communications between the City Manager and Council. By consensus, they agreed that general and routine communication is very good. However, they requested that the City Manager’s Office contact them in emergency situations or unforeseen events by telephone. They will then have the opportunity to decide how to respond. By consensus, they requested that all ceremonial functions be handled by the Council. If a representative from the Council is not available, the City Manager may represent the Council. Council President Loasching stated that the City Manager and Council President should work together as a team to lead the City. Councilmember Steeber moved to adjourn, seconded by Councilmember Truman and passed unanimously. There being no further business, Council adjourned at 4:50 PM.
