Special meeting of the Janesville City Council held in the Municipal Building on May 6, 2008. The
meeting was called to order by Council President Loasching at 6:30 p.m. Council President
Loasching led the Council in the Pledge of Allegiance.
Present: Council President Loasching, Councilmembers Brunner, McDonald, Rashkin, Steeber
Truman and Voskuil.
Review of the Fiscal Projections for the 2009 Budget:
City Manager Sheiffer presented the first macro projection of the 2009 General Fund Budget. He
requested that the City Council provide direction to either proceed with his proposed budget plan or
to have a new plan developed with service level cuts. By consensus, the City Council agreed with
the City Manager’s plan.
Review of the Potential Items and Projects to be Included in the 2008 Note Issue:
City Manager Sheiffer and Jay Winzenz, Director of Administrative Services, reviewed the
proposed 2008 Capital Improvement projects funded by debt proceeds. The Council asked various
questions and did not make any changes to the proposed project list.
Matters not on the Agenda.
City Manager Sheiffer asked the City Council if they were interested in holding and participating in
a Community Economic Summit. The summit would create a vision for the City for the next 20
years. A steering committee would need to be formed which would include the City Manager,
Council President, Community Leaders, Business Leaders and Labor Representatives. By
consensus the City Council advised the City Manager to proceed with forming a Steering
Committee. City Manager Sheiffer informed the City Council that the staffing level decrease in his
office has impacted the turnaround time for City Council requests.
Councilmember McDonald moved to convene into closed session pursuant to Wisconsin Statute
Section 19.85 (1)(c), for the purpose of considering employment, promotion, compensation or
performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility. The motion was seconded by Councilmember Voskuil and
passed unanimously.
There being no further business, Council convened into closed session at 7:20 p.m.
