An organizational meeting of the Janesville City Council, held at the Municipal Building on April 15,
2008, at 7:00 p.m.
The meeting was called to order by City Clerk-Treasurer Jean Ann Wulf. Councilmember Brunner led
the Council in the Pledge of Allegiance.
Present: Councilmembers Brunner, Loasching, McDonald, Rashkin, Steeber and Truman. Absent:
Councilmember Voskuil.
Election of Council President and Council Vice-President:
The City Clerk-Treasurer called for nominations from the floor for City Council President.
Councilmember Steeber moved to nominate Councilmember Loasching as Council President,
seconded by Councilmember Brunner. The City Clerk-Treasurer called for any other nominations
three times and received no further nominations. Nominations were closed and Councilmember
Loasching was elected as Council President by the following vote: Aye: Councilmembers Brunner,
McDonald, Rashkin, Steeber and Truman. Pass: Councilmember Loasching.
Council President Loasching called for nominations from the floor for City Council Vice-President.
Councilmember Steeber moved to nominate Councilmember Truman as Council Vice-President,
seconded by Councilmember Brunner. Council President Loasching called for any other nominations
three times and received no further nominations. Nominations were closed and Councilmember
Truman was elected Vice-President by the following vote: Aye: Council President Loasching,
Councilmembers Brunner, McDonald, Rashkin and Steeber. Pass: Councilmember Truman.
Council President Loasching established the new seating arrangement for the Council. Starting at the
President’s far left: Councilmembers Brunner, McDonald, Voskuil, and Steeber. Starting from the
President’s far right: Councilmembers Rashkin and Truman.
Review and approve job ad and recruitment profile for city manager position:
Heidi Voorhees, President of the PAR Group, LLC, reviewed the job ad and recruitment profile with
the City Council. The Council made minor changes to the documents and by consensus approved
the ad and recruitment profile.
Matters not on the agenda. Council President Loasching requested that “Requests and comments
from the public on matters which can be affected by Council action.” be moved from the end to the
beginning of the meeting. She asked the Administration to prepare options for the amount of time that
should be allowed for public comment. Council President Loasching and Councilmember Brunner
requested the Administration prepare a report on monthly listening sessions and to provide
scheduling options.
There being no further business, the Council adjourned at 8:01 p.m. These minutes are not official
until approved by the City Council.
