.,In ordinance incrementally increasing the annual room tax to 8% of gross receipts over
three years and allocating expenditures thereof with a penalty for violations thereof as set forth
in Section 3.20.140 of the Code of General Ordinances of the City of Janesville.
THE COMMON COUNCIL OF THE CITY OF JANESVILLE DO ORDAIN AS
FOLLOWS:
SECTION I. Section 3.20.020 B. of the Code of G-eneral Ordinances of the City of
Janesville is hereby amended to read as follows:
"B. Such annual room tax shall be at a rate of six percent (6%) of the gross receipts
from such retail furnishing of rooms or lodgings. Said annual tax rate shall increase to seven
percent (7%) of such gross receipts effective on July 1, 2000 and shall then increase to eight
percent (8%) of such gross receipts effective on July 1, 2002."
SECTION 1I. Section 3.20.130 of the Code of General Ordinances of the City of
Janesville is hereby is hereby amended to read as follows:
"3.20.130 Expenditure of Room Tax Revenues Collected. A. In accordance
with Section 66.75 (lm)(d) 2. of the Wisconsin Statutes, as from time to time amended or
renumbered, the room taxes collected by the City shall be annually allocated and spent for
tourism promotion and development, and the balance retained by the City, as follows:
The City shall make annual payments of the revenue produced from a three
percent (3%) room tax rate directly to the Janesville Area Visitors and Convention
Bureau (JAVCB).
(a)
Such payments shall be made directly under a contract by the City with
the JAVCB for tourism and promotion services, activities, promotions and
events. Such contract shall be for an initial term of five (5) years with a
five (5) year renewal and upon such additional terms as the City Manager
may determine on behalf of the City of Janesville to effectuate the intent
of this ordinance.
(b)
Reporting. The Janesville Area Convention and Visitors Bureau shall
annually on or before May 1 prepare and file with the City Clerk a written
report including performance measures for the programs funded by such
tax and a financial statement in a form satisfactory to the City Manager
itemizing all expenditures of the shared City funds described in subsection
A. for the immediately preceding calendar year. In addition, the Janesville
Area Convention and Visitors Bureau shall annually submit and file a
budget for the following year by September 1, in a form acceptable to the
City Manager.
All remaining annual room taxes collected by the City and not allocated in the
manner set forth above for tourism promotion and development shall go the City's
general fund.
SECTION III. This ordinance shall take effect immediately upon passage, the
public health, welfare and good order so requiring, and the respective effective dates of the room
tax levy increases shall be as set forth above.
