Minutes 12-12-2007 PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING Approved: December 26, 2007 December 12, 2007 VOL. 58 NO. 24 Special meeting of the City Council of the City of Janesville held in the Municipal Building on December 12, 2007. The meeting was called to order by Council President Brunner at 6:00 p.m. Present: Council President Brunner, Councilmembers DeGarmo, Loasching, Steeber, Truman and Wellnitz. Absent: Williams. Review of Swimming Pools: City Manager Sheiffer reviewed the existing aquatics facilities and provided the City Council with three options to enhance or upgrade the facilities. The Council asked various questions. Councilmember Loasching requested the following information: the operating costs for Palmer Park wading pool and Rockport Pool separately, the cost of replacing Palmer Park wading pool with a splash pad, and the financial impact of not charging a users fee at the Palmer Park wading pool. By consensus, the City Council removed the new pool at Palmer Park option from further consideration and they requested that the Administration update the aquatics facility report with the options to maintain existing facilities and upgrade Rockport Pool/ Wading Pool at Palmer Park/ Lions Beach. Council President Brunner scheduled a public hearing on the proposed options for the aquatic facilities on January 28, 2008. Review of Property Maintenance Programs Including the Feasibility of Licensing Landlords: Jay Winzenz, Assistant Director of Administrative Services, reviewed the feasibility of licensing and registering rental property owners, including the periodic inspection of licensed premises or enhancing the code enforcement process. The Council asked various questions. By consensus, the City Council requested that the Administration update the report with the options to enhance current ordinances and to license or register rental property.
