ORDINANCE NO. 2007-390
An ordinance attaching territory in Sections 13, 14, 15, 22, 23, 24, 25 and 26 in T.2N., R.12E. of the
4th P.M., Town of Rock, Rock County, Wisconsin.
WHEREAS, attachment of such territory to the City of Janesville is consistent with the terms and
provisions of a 1994 Agreement between the County of Rock and the City of Janesville for the extension
of sewer and water seNices to the Rock County Airport; and
WHEREAS, the territory proposed to be attached lies within the City of Janesville/Town of Rock
Cooperative Boundary Plan which provides an alternative means to implement municipal boundary
changes without having to follow traditional annexation processes under Section 66.021, Wisconsin
Statutes; and
WHEREAS, the proposed attachment of territory complies with the procedure as specified in the
Cooperative Boundary Plan for the incorporation of Town lands into the City, as adopted by the
Wisconsin Department of Administration on January 1, 1996; and
WHEREAS, there are no electors residing in the territory; and
WHEREAS, the necessary notices have been duly prepared, provided and seNed as required by law to
all persons affected; and
WHEREAS, this ordinance does not contain temporary zoning; and
WHEREAS, the Common Council has determined that this attachment is in the public interest.
NOW THEREFORE THE COMMON COUNCil OF THE CITY OF JANESVlllE DO ORDAIN AS

SECTION I. The territory described as follows is hereby attached to the City of Janesville.

SECTION II. After this attachment becomes effective, the above described property shall be exempt
from and not subject to further taxation and assessments in the Town of Rock and
thence forth shall be subject to taxation and assessment as part of the City of Janesville for any and all
purpose provided by law.
SECTION III. All the territory attached by this ordinance is hereby made part of Ward 31 of the City of
Janesville.
SECTION IV. There are no residents in the area proposed for attachment.
SECTION V. The attachment is within the Janesville School District.
SECTION VI. This ordinance shall take effect immediately upon adoption by the Common Council, the
public health, welfare, peace, tranquility, good order, public benefit, and police power so requiring.
