ORDINANCE NO. 2007 - 378
An ordinance amending the definition of Electronic Message Signs and establishing a six
month moratorium on the installation of new off-premises electronic message signs, with a
penalty and injunctive relief for violations thereof as set forth in JGO Chapter 14.48.
THE COMMON COUNCil OF THE CITY OF JANESVlllE DO ORDAIN AS FOllOWS:
Section I. Section 14.08.07 (Definition, Electronic Message Signs) of the Code of
General Ordinances of the City of Janesville is hereby amended to read as follows:
14.08.07 Electronic Message Signs. "Electronic Message Sign" means and
includes, without limited, all on-premises and off-premises signs displaying, in whole
or in part, words or numerals which change their appearance, not more than once every
four seconds or which indicate the names of persons associated with or events conducted
upon or products or services offered upon the premises where the sign is maintained, or
which indicate the names of persons associated with or events conducted upon or
products or services offered off-premises and other than the premises where the
sign is maintained, and which is illuminated internally by means of electronic bulbs or
other similar methods, controlled electronically and able to be programmed to change
indefinitely.
Section II. Section 14.20.120 G. of the Code of General Ordinances of the City of
Janesville is hereby created to read as follows:

"G. No person shall erect SF l'l'IaiFltaiFl any off-premises electronic message signs
or off-premise electronic message centers. This prohibition shall expire six-months from
the date of adoption or until such time as the Common Council adopts specific regulations
governing off-premises electronic message signs, whichever occurs first."
Section III. This specific ordinance and prohibition take precedence and govern
notwithstanding any provision in Title 14 or elsewhere in the Code of General Ordinances
to the contrary.
Section IV. This ordinance shall take effect immediately upon adoption by the Common
Council, the public health, welfare, peace, tranquility, good order, public benefit, and
police power so requiring.
