2007-423 CITY OF JANESVILLE RESOLUTION NO. 2007- 423 A resolution requesting the State of Wisconsin, Department of Corrections to develop and implement a map-based sex offender registry. WHEREAS, since the inception of the internet-based State of Wisconsin Sex Offender Registry in 2000, the Janesville Police Department has urged a map-based application as the current State of Wisconsin Sex Offender Registry fails to promptly show sex offenders that live in a specified neighborhood and WHEREAS, in 2006 and 2007 the Janesville Police Department Administration has met with the Secretary of the Department of Corrections, written letters to U.S. Congressman Paul Ryan, State Senator Judith Robson, State Representative Michael Sheridan and State of Wisconsin Department of Corrections Administrator Quala Champagne, discussed the matter with Wisconsin Supreme Court Chief Justice Shirley Abrahamson, urging the State of Wisconsin Department of Corrections to provide a map- based sex offender registry and WHEREAS, the Janesville Police Department through various media sources has publicly disclosed the need for a map-based sex offender registry and WHEREAS, in 2007 the lack of a map-based sex offender registry needlessly delayed the criminal investigation of an attempted sexual assault in the City of Janesville and WHEREAS, the Rock County Law Enforcement Association which is comprised of law enforcement administrators from throughout Rock County supports a map-based sex offender registry and WHEREAS, the public safety need is urgent and requires immediate action and the State of Wisconsin Department of Corrections previously promised a map-based sex offender registry would be implemented by July 1, 2007, the State of Wisconsin Department of Corrections has since informed the Janesville Police Department that a map-based sex offender registry is not ready for implementation and no proposed implementation date is anticipated and WHEREAS, the Janesville Police Department believes that an informed community can better protect themselves including our children from sex offenders. Furthermore, sex offenders that are recognized in the community are less able to re- offend and devastate the lives of new victims. NOW, THEREFORE BE IT RESOLVED that the people of the City of Janesville through the City Council, recommends that the State of Wisconsin, Department of Corrections promptly develop and implement a map-based sex offender registry for all citizens of the State of Wisconsin.
