Minutes 05-15-2007 PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING Approved: May 29, 2007 May 15, 2007 VOL. 58 NO. 5 Special meeting of the Janesville City Council held in the Municipal Building on May 15, 2007. The meeting was called to order by Council President Brunner at 7:30 p.m. Present: Council President Brunner, Councilmembers Loasching, DeGarmo, Truman, Wellnitz and Williams (left at 8:55 p.m.). Absent: Councilmember Steeber. Review of the Fiscal Projections for the 2008 Budget, 2009 and 2010: City Manager Sheiffer reviewed the assumptions used in preparing the 2007-2010 long range fiscal projection report. He stated that we have a projected general fund budget shortfall of $392,906, $811,787 and $1,313,620 in 2008, 2009 and 2010 respectively. This is an early projection of our finances and it may change based on levy limit legislation, City employee salary and fringe benefit costs and energy costs. Review of the Potential Items and Projects to be Included in the 2007 Note Issue: City Manager Sheiffer and Jay Winzenz, Assistant Director of Administrative Services, reviewed the proposed 2007 Capital Improvement projects funded by debt proceeds. The Council asked various questions and did not make any changes to the proposed project list. Councilmember Williams left the meeting at 8:55 p.m. Review of the Greenbelt System Maintenance: Jack Messer, Director of Public Works, reviewed the City’s ten year greenbelt rehabilitation program. The Council asked various questions concerning the program. Councilmember Loasching urged the Administration to allow for limited neighborhood participation in maintaining the greenbelt. By consensus, the Council agreed to the rehabilitation plan. Matters not on the agenda. There were none. Councilmember DeGarmo moved to convene into closed session pursuant to Wisconsin Statute Section 19.85 (1) (e), for the purpose of considering collective bargaining strategies since competitive or bargaining reasons require a closed session. The motion was seconded by Councilmember Wellnitz and passed unanimously.
