RESOLUTION NO. 2007-383
A resolution authorizing the City's participation and funding of a bicycle/pedestrian underpass
where the bike trail crosses East Milwaukee Street.
WHEREAS, the Common Council of the City of Janesville recognizes the benefits of creating safe routes
for children to travel to and from school; and
WHEREAS, the current WisDOT submittal is for the planned underpass at the existing mid-block bike
trail crossing on East Milwaukee Street; and
WHEREAS, the proposed trail segment is intended to provide a safe, efficient means for children to
travel to and from school, and other destinations; and
WHEREAS, the proposed trail improvement is part of the City's long range trail plan, and is intended to
increase the overall safety and connectivity of the larger, city-wide transportation system; and
WHEREAS, the proposed trail improvement will serve all bicyclists and pedestrians traveling to work,
school, home, or other major destinations, by providing a safe, and efficient means to travel across East
Milwaukee Street; and
WHEREAS, federal/state funds for project construction and design engineering have been made
available to the city on a 100 percent non-local basis; and
WHEREAS, the total estimated construction and design cost of the underpass is $395,000 with
$160,000, already funded through local borrowing done in 2006. The remaining $235,000 funded
through federal/state sources in the form of the Safe Routes to School Program.
WHEREAS, the Common Council finds that this public project and funding are in the best interest of the
city, and of benefit to the community.
NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF JANESVILLE
that the City Manager be authorized to submit a grant application to the Wisconsin Department of
Transportation and take any other such action as may be necessary to facilitate the grant application.
