Special meeting of the City Council of the City of Janesville held in the Municipal Building on
February 28, 2007. The meeting was called to order by Council President Tim Wellnitz at
6:30 p.m.
Present: Council President Tim Wellnitz, Councilmembers Addie (arrived at 6:35 p.m.), Brien,
Brunner, DeGarmo, and Williams. Absent: Councilmember Tom Wellnitz
1. Review of the Citizen Aquatics Committee Report.
Shelly Crull-Hanke, chair of the Citizens Aquatic Committee, reviewed the committee’s time line of
activity and presented the preliminary Comprehensive Aquatic Facility Plan to council. As part of
the study, each existing city aquatic facility was evaluated. Ms. Crull-Hanke stated Rockport Pool
was constructed in 1980 and has limitations due to size, leaks, accessibility, and health code
issues. Palmer Wading Pool was constructed in the 1930s. The shell is in poor condition with large
amounts of leakage. Riverside Wading Pool was also constructed in the 1930s. It was closed in
2001 due to mechanical problems and low attendance. Lions Beach was constructed in 1949. In
2000 the beach fencing was removed; lifeguards and user fees were eliminated. The 2006
subsidy to the aquatic facilities was $210,000, which is a 16% recovery rate.
The Citizens Aquatic Committee recommendation totals $9,000,000 and consists of a three-phase
approach. The first phase includes a medium aquatic facility at Palmer Park and a splashpad in
Fourth Ward Park. The first phase is estimated to cost $5,250,000. The second phase includes a
shallow water pool, with a depth of 0-5’ at Rockport Park and splashpads at Riverside Park and
Kiwanis Park. The second phase is estimated to cost $3,000,000. The third phase includes
splashpads at Palmer Park, Northeast Park and a Southside Park. The third phase is estimated to
cost $750,000. The committee urges the community to move forward with modern aquatic facilities.
2. Council review of options for future action on aquatics.
By consent, Council agreed to a 4-step decision making process: two study sessions with one
session after the April 2007 election, a public hearing and action on the proposed aquatics facility.
There being no further business, Council adjourned at 8:08 p.m.
