RESOLUTION NO. 2006 - 355
A Resolution authorizing the Neighborhood Services Director to sign certain documents relating
to federal and state urban mass transit assistance.
Whereas, the City of Janesville receives funds from the U.S. Department of
Transportation, Federal Transit Administration; and the Wisconsin Department of
Transportation, Bureau of Transit, Local Roads, Railroads and Harbors for the purpose of
defraying certain operating and capital expenses of the City of Janesville's Transit System; and
Whereas, on 6 September 1983 by adopting File Resolution No. 83-657, the Common
Council authorized the City Manager to execute and file grant applications, certifications and
assurances, affirmative minority business policies, grant cOl1t:-acts, and any additional
information which may be required by these programs; and
Whereas, File Resolution No. 91-1361 adopted by the Janesville Common Council on
April 1, 1991, authorized the Assistant City Manager/Director of Public Works to sign certain
documents relating to urban mass transit assistance; and
Whereas, the City Manager has delegated oversight authority for all aspects of the
operation of the City of Janesville's Transit System to the Director of Neighborhood Services;
Whereas, the City Manager now desires that the Director of Neighborhood Services be
forthwith authorized to review and execute such documents on behalf of the City of J anesville,
and be assigned and use a Personal Identification Number (PIN) for the execution of annual
Certification and Assurances issued by the Federal Transit Administration (FT A), submission of
all FT A grant applications, and the execution of all FT A grant awards, on behalf of the J anesville
City Manager and City of Janesville, for the FTA's Transportation Electronic Award and
Management System (TEAM).
NOW, THEREFORE, be it hereby resolved by the Common Council ofthe City of Janesville
that:
1. That the Janesville Director of Neighborhood Services is authorized forthwith to
sign, from time to time and at any time, all applications, certifications, contracts, and other
documents on behalf of the City of Janesville relating to the filing, execution, and administration
of grants and programs of the U.S. Department of Transportation, Federal Transit Administration
as outlined in File Resolution Nos. 83-657 and 91-1361.
2. That the Janesville Director of Neighborhood Services is authorized to sign, from
time to time, all applications, certifications, contracts and other documents on behalf of the City
of J anesville relating to the filing, execution and administration of grants and programs of the
Wisconsin Department of Transportation, as they relate to the operation of the City of
Janesville's Transit System.
