RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS FROM THE HOME
INVESTMENT PARTNERSHIP INITIATIVES (HOME) PROGRAM TO PAY ACQUISITION AND
REHABILITATION COSTS FOR THE YWCA TRANSITIONAL LIVING PROGRAM AT JEFFRIS
FLATS
WHEREAS, the City of Janesville and the Young Women's Christian Association
(YWCA) of Rock County formed a partnership in the early 1990's to provide transitional housing
and support services for victims of domestic violence; and
WHEREAS, Heartland Properties, Inc. acquired and rehabilitated the buildings at 318-
320 W. Dodge Street, Janesville, Wisconsin (Jeffis Flats) for the purpose of providing
transitional housing for victims of domestic violence; and
WHEREAS, Heartland Properties, Inc. and the YWCA of Rock County entered into a
Property Management Agreement whereby the YWCA agreed to manage the Jeffris Flats and
provide support services to victims of domestic violence; and
WHEREAS, Heartland Properties, Inc. desires to sell their ownership interest in the
Jeffris Flats and the YWCA desires to purchase the ownership interest of Heartland Properties,
Inc.; and
WHEREAS, certain repairs and improvements are necessary to the Jeffris Flats in order
to physically disconnect the building from an adjoining property which is going to be demolished
and which shares a common wall; and
WHERAS, the YWCA has determined that other repairs and improvements to the Jeffris
Flats are necessary and desirable to maintain the property in a safe and standard condition; and
WHEREAS, the YWCA of Rock County has requested assistance from the City of
Janesville in the amount of $75,000 to acquire and rehabilitate the Jeffris Flats; and
WHEREAS, the Community Development Authority (CDA) reviewed this request at their
meeting on October 18, 2006, and recommends such assistance be in the form of a forgivable
loan over ten (10) years as long as the facility continues to be owned by the YWCA of Rock
County and used for a transitional housing program for victims of domestic violence; and
WHEREAS, the Common Council finds that it is in the community's best interest to
provide such assistance to the YWCA of Rock County;
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Janesville, that it hereby authorizes the expenditure of up to $75,000 from the HOME Investment
Partnership Initiatives (HOME) program to pay for property acquisition, rehabilitation, and related
costs for the continuation of a transitional housing program at the Jeffris Flats; and
BE IT FURTHER RESOLVED, that the City Manager, and his designees, are hereby
authorized to increase the maximum expenditure from the HOME program to $100,000 if the
costs to separate the Jeffris Flats from the adjoining property exceed $25,000 and if the
additional funds are determined by the City Manager, or his designee, to be necessary or
desirable to complete the rehabilitation of the Jeffris Flats; and

BE IT FURTHER RESOLVED, that the City Manager, and his designees, are hereby
authorized to negotiate, draft, prepare, execute, file and modify such other documents, papers
and agreements ancillary and/or pertaining thereto and, from time to time, to take and/or make
whatever other minor actions and/or minor modifications to the above described agreements as
the City Manager and/or his designee may deem necessary and/or desirable to effectuate the
purposes of such agreements and the intent of this resolution.
