10-26-94PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING October 26, 1994 APPROVED NOVEMBER 14, 1994 Vol. 45 No. ~7 Special joint meeting of the city Council of the City of Janesville and the Janesville School Board held in the Municipal Building, October 26, 1994, at 7:00 p.m. The meeting was called to order by Council President Noll and School Board President Goelzer. Councilmembers present: Council President Noll, Councilmembers Stehura, Heitzman, Brien, O'Leary and Schneider. Councilmembers absent: Councilmember Thomas. School Board members present: School Board President Goelzer, Tod Daniel, Steven Karges, Jean Anderson, Steve Huth, Susan Jacobson, Susan Johnson and Theodore Kinnaman. School Board members absent: Dale Thompson. Also present: city Manager Steven E. Sheiffer and Superintendent of Schools Don Mrdjenovich. Presentation by School Board Representative of information concerning potential middle school sites. School Board President Goelzer introduced Architect Steven Fiskum of HGA who has been hired to assist in the evaluation of potential middle school sites and to design the new middle school. Councilmember Thomas arrived at 7:05 p.m. Mr. Fiskum described the process used in selecting and rating available sites for a middle school. His company worked with the City's Planning Department to determine all sites available for a middle school on the east side of Janesville. After the sites were identified, HGA rated each site based on size, access, location, adjacent uses, safety and utilities. city Planner Cantrell presented the Planning Department's ranking of the sites, based on their criteria of zoning of adjacent property, sidewalks, utilities, cost of the site, service area, and whether it is located on an arterial or collector street. The minimum amount of land required for athletic fields and the middle school. 2. The lost opportunity costs of selling a portion of Palmer Park to the School District. 3. If it is feasible to locate the school at one end of Palmer Park to conserve the amount of land needed. city Manager Sheiffer stated that if the Council wishes to consider the potential sale of City property, then two Councilmembers must request this matter be placed on the November 14, 1994 agenda, and then it must be referred to the Plan Commission before it can be approved.
