10-17-94PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING October 17, 1994 APPROVED OCTOBER 24, 1994 Vol. 45 No. 15 Special meeting of the City Council of the City of Janesville held in the Municipal Building, October 17, 1994, at 6:30 p.m. The meeting was called to order by Council President Noll. Present: Council President Noll, Councilmembers Stehura, Brien and Schneider. Absent: Councilmembers Heitzman, O'Leary and Thomas. 1. Review of the 1995 Proposed City Budget. The City Council reviewed the general government section of the budget. Councilmember O'Leary arrived at 6:35 p.m. Councilmember Thomas arrived at 6:38 p.m. and Councilmember Heitzman arrived at 6:40 p.m. During the review of the budgets, Councilmembers requested the following information: 1) Councilmember Stehura requested an analysis of the backlog of assessments in the City Assessor's office. 2) Councilmember O'Leary requested an analysis of purchasing law books on CD ROM, instead of in the hardback version. In addition, he requested that our peer cities be surveyed as to the amount of money spent annually on law books. 2. Review of the 1995 Proposed Library Budget. Council President Noll requested information on the effectiveness of busing social-economic disadvantaged pre-school children to the Janesville Public Library. Councilmembers expressed their concern of purchasing CD ROM for childrens' and adult services. In their opinion, it would be prudent to wait and coordinate the CD ROM purchase with the $400,000.00 of technology installed in the remodeled/new library. 3. Matters not on the agenda. Council President Noll scheduled further review of the library budget on November 7~ at the end of the study session.
