08-16-94PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING August 16, 1994 Vol. 45 NO. 10 APPROVED 9-6-94 Special meeting of the City Council of the City of Janesville held in the Municipal Building August 16, 1994. The meeting was called to order at 4:00 p.m. by Council President Noll. Present: Council President Noll, Councilmembers Stehura, Heitzman, Brien, O'Leary, Schneider and Thomas. city Manager Sheiffer reviewed the status of the Janesville Public Library plans. In June, 1994, the City received one bid from J. P. Cullen & Sons, Inc. in the amount of $7,264,344 for the new addition and the renovation of the existing library. The bid was approximately $2.6 million over budget. The City Manager, the City Engineer, the donor and the architects have been working to bring the project back within budget, while preserving adequate space to hold the collection for the next 20 years and designing an aesthetically pleasing building. The major design changes made are as follows: - Change the raised roof to a 2% sloped roof Eliminate upper level of the rotunda Eliminate bay windows. Based on their rough estimates, the project still remains $500,000 over budget. At the current time, the architect believes that the only way to come in at budget would be to cut additional square footage. However, the City will be bidding the project in a better bidding environment and there is a chance for a major donation. The administration will be refining their estimates and will return to the Council for authorization to bid the project in the next 30- 45 days. Councilmember Stehura requested information on what changes are unacceptable to the donor. The council recessed at 5:43 p.m. The Council reconvened at 7:00 p.m. City Manager Shelffer reviewed the city finances. The City Manager stated the City is in excellent financial condition. If inflation and state aid to cities stays moderate to low, he anticipates the city tax rate will only increase by approximately the rate of inflation. He requested that the Council allocate money from the undesignated fund balance at the next Council meeting for: - Supplemental appropriation for snow removal ($220,000) - Supplemental appropriation for TIF III ($100,000) - Prior period adjustment for compensated absences ($160,000) There being no further business the Council adjourned at 8:20 p.m. These minutes are not official until approved by the City Council.
