07-18-94PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN STUDY SESSION Monday, July 18, 1994 Approved July 25, 1994 Present: Council President Marion Noll, Councilmembers Stehura, Heitzman, Brien, Schneider, and Thomas. Absent: Councilmember O'Leary. Present from the Administration: City Manager Steve Sheiffer, Tom Rogers, Michael King, Brad Cantrell, Dave Mumma, and Len Carlson. Mr. Kenneth Voigt of HNTB Corporation presented the results of the Downtown Traffic Study to the City Council. Discussion followed on the needs for a change; the lack of significant public support for a change~ the need for intersection safety improvements; and the carrying capacity of the roads. Mr.' Sheiffer indicated that the Administration did not intend to propose any changes to the City Council. No Councilmember requested that the item be placed on a Council agenda for action. Mr. Sheiffer reviewed the proposed Multi-Modal Transportation Project for the City Council. Discussion followed on the cost, the need, the desirability of four lanes, the carrying capacity, and the impacts in the Fourth Ward. Councilmember Heitzman expressed a strong preference for four lanes. Council President Noll expressed concern and doubt that the project was necessary. The consensus of the City Councf.i was that the Administration should cohtinue to pursue the project including funding, and the Council would make a decision at the appropriate time. Mr. Rogers presented the outcome of the study concerning various Transit Transfer Center sites. Discussion followed on the need to combine the project with blight elimination, and whether there was any cost benefit justification and analysis in terms of impact on ridership and subsidy. Mr. Sheiffer indicated that at a future date the Administration would place an item on the City Council agenda requesting a policy endorsement to proceed with plans for a new Transit Transfer Center. Following a discussion of the speed limits, the Council agreed that the Administration should proceed to place a proposal on the Council agenda for their consideration. Mr. Sheiffer indicated the Administration will be proposing 30 miles per hour on appropriate two lane arterials and 35 miles per hour on appropriate four lane arterials.
