Regular meeting of the City Council of the City of Janesville, held in the
Municipal Building, May 16, 1994.
The meeting was called to order by Council President Noll.
Present: Council President Noll, Councilmembers Stehura, Heitzman, Brien,
O'Leary, Schneider and Thomas.
Coun¢ilmember Brien led the Council in the Pledge of Allegiance.
CONSENT AGENDA
Minutes of the regular meeting held on May 2, 1994.
Minutes of the closed session held on May 2, 1994.
Licenses; and recommendations of the Alcohol License Advisory Committee.
A proposed resolution in commendation of Rodney D. Freeman's service to the
City of Janesville.
Council President Noll stated that if there were no objections, the consent
agenda would be approved, with the exception of the alcohol licenses and the
proposed resolution. There were no objections.
Councilmember Brien stated, for the record, that he would
approval of alcohol licenses, since he is the designated agent
UAW.

Councilmember O'Leary moved to approve all recommended alcohol licenses,
seconded by Councilmember Schneider and passed by the following vote: Aye:
Council President Noll, Councilmembers Stehura, Heitzman, O'Leary, Schneider
and Thomas. Pass: Councilmember Brien.
Councilmember Stehura moved to adopt the commendation of Rodney D. Freeman's
service to the City of Janesville, seconded by Councilmember Heitzman and
passed unanimously. (File Resolution No. 94-1784)

Councilmember Heitzman moved to adopt the proposed resolution for the 1994
new sidewalk program, seconded by Councilmember Thomas.
Councilmember Heitzman moved to amend the motion by deleting North Sumac Dr.
from Refset Dr. to Randolph Rd., seconded by Councilmember Schneider and
passed unanimously.
Councilmember Heitzman moved to amend the motion by deleting Lombard Av. from
South Lexington Dr. to Huron Dr., seconded by Councilmember Schneider and
passed by the following vote: Aye: Council President Noll, Councilmembers
Stehura, Heitzman, Brien and Schneider. Nay: Councilmembers O'Leary and
Thomas.
Councilmember O'Leary moved to amend the motion by deleting Royal Oaks Drive
from Camelot Dr. to 100 L.F. north of Oakbrook Dr., seconded by Councilmember
Heitzman and passed unanimously.
Councilmember O'Leary moved to amend the motion by deleting Shannon Dr. from
East Milwaukee St. to one lot north of Mackinac Dr., seconded by Council
President Noll and passed unanimously.
Councilmember O'Leary moved to amend the motion by deleting Lucerne Dr. from
North Pontiac Dr. to Manchester Dr., seconded by Council President Noll and
passed unanimously.
Councilmember O'Leary moved to amend the motion by deleting Nantucket Dr.
north from Alpine Dr. to Summerhill Dr., seconded by Councilmember Schneider
and passed unanimously.
Councilmember O'Leary moved to amend the motion by deleting Nantucket Dr.
south from Alpine Dr. to Bedford Dr., seconded by Council President Noll and
passed by the following vote: Aye: Council President Noll, Councilmembers
Stehura, Heitzman, Brien, O'Leary and Schneider. Nay: Councilmember Thomas.
Councilmember Schneider moved to amend the motion by deleting South Lexington
Dr. from Ruger Av. to Mohawk Rd., seconded by Council President Noll and
passed by the following vote: Aye: Council President Noll, Councilmembers
Stehura, Brien and Schneider. Nay: Councilmembers Heitzman, O'Leary and
Thomas.
Councilmember Schneider moved to amend the motion by deleting Bordeaux Dr.
from Wuthering Hills Dr. to Thornecrest Dr., seconded by Councilmember Brien
and passed by the following vote: Aye: Council President Noll,
Councilmembers Stehura, Brien and Schneider. Nay: Councilmembers Heitzman,
O'Leary and Thomas.
Councilmember Schneider moved to amend the motion by deleting Thornecrest Dr.

4. A proposed resolution vacating the 400 block of West VanBuren St. was
referred to the Plan Commission and scheduled for public hearing on June 27,
1994. (File Resolution No. 94-1733)
5. A proposed ordinance rezoning property in the 2700 block of North Pontiac
Dr. from O1 to B4 was introduced, referred to the Plan Commission and
scheduled for public hearing on June 13, 1994. (File Ordinance No. 94-926)
6. A proposed ordinance rezoning property near the northwest corner of
Delavan Dr. and South Main St. was introduced, referred to the Plan
Commission and scheduled for public hearing on June 13, 1994. (File
Ordinance No. 94-925)
7. Matters not on the agenda. Councilmember Thomas stated, for the record,
his rebuttal to the editorial printed in the Janesville Gazette on May 4,
1994. He appreciates the magnanimous gifts the Hedbergs have given to the
City for the construction/remodeling of the Janesville Public Library.
However, he is concerned about the strings attached to the money. It is his
right, as a public official, to state his opinion and should not be
c~iticized for expressing his opinion.
Councilmember Stehura requested that the administration send a work crew out
to clean out the culvert on Sharon Road.
There being no further business, the Council adjourned at 10:46 p.m.
