Minutes 11-05-01.docPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING November 5, 2001 VOL. 52 NO. 21 A special meeting of the Janesville City Council held at the Municipal Building on November 15, 2001 at 5:15 p.m. Council President Brien called the meeting to order. Present: Council President Brien, Councilmembers Damron, DeGarmo, Murphy, O'Leary, Steeber and Williams. Review of the fiscal projections for FY 2002-2004. City Manager Sheiffer informed Council our projections show that the average property tax bill will decrease by 1.5%. He presented the City of Janesville base fiscal projections without a Storm Water Utility or constructing a Police Station. Using this baseline, he illustrated the impact of a Storm Water Utility and a new Police Station. The Storm Water Utility is projected to reduce property tax rates in 2003, 2004 and 2006 and increase property tax rates in 2005 by .09%. The new police station is projected to cost the taxpayer an average of $17.81 over the life of the note issue. The Police Station Committee will present their report on or before January 14, 2002. Councilmember Damron and Steeber requested a meeting with Assistant City Manager Rogers to review the Police Station Needs report. By consensus, the Council agreed to start construction on a new police station between July 1, 2002 and July 1, 2003. Review of priorities for future bikeways. The Administration compiled the Councilmembers' priorities for future bikeways using a weighted average. The Council requested that the Administration apply for State Funds to construct the top three trails which are: Rock Trail, by-pass to Loch Lomond and Rockport Park connector. Matters not on the agenda. City Manager Sheiffer scheduled a special Council meeting for November 28, 2001 at 3:30 p.m. to adopt the tax rate. Councilmember O'Leary suggested that the Administration send a letter to Mercy Health Systems stating their opposition to the closure of Mercy Manor. The Council agreed with his suggestion.
