Minutes 10-15-01.docPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING October 15, 2001 VOL. 52 NO. 17 A special meeting of the Janesville City Council held at the Municipal Building on October 15, 2001 at 5:00 p.m. Council Vice-President DeGarmo called the meeting to order. Present: Council Vice-President DeGarmo, Councilmembers Damron, Murphy, O'Leary (arrived 5:18 p.m.), Steeber and Wdliams. Absent: Council President Brien. City Manager Sheiffer informed Council of two Administrative adjustments to the 2002 proposed budget. The first adjustment decreases State Transportation Aids by $124,306. The second adjustment decreases Interest Income by $325,000. In addition, City Manager Sheiffer stated that the Administration will propose to reclassify a General Fund program to a special revenue account in order to comply with the Expenditure Restraint Program. The City Council reviewed the proposed revenue summary, the expenditure summary and the following budgets: City Council, City Manager, City Assessor, City Attorney, City Clerk-Treasurer, Finance Department, Human Resources, Community Information, Planning, Code Administration, Economic Development and Housing and Neighborhood Services (Rent Assistance and State & Federal Grants). Councilmember Steeber left the meeting at 6:55 p.m. The City Council reviewed the Capital Projects, Special Assessment and Library budgets. During the review of the budgets, the City Council asked various questions. The Administration will provide the Council with a revised copy of the revenue and expenditure summaries. Matters not on the agenda. Councilmember DeGarmo requested information on the Councilmember's suggestions for future bikeway expansions.
