11-05-90PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING 5 November 1990 Vol. 41 No. 19 APPROVED 11-26-90 Special meeting of the City Council of the City of Janesville, held in the Municipal Building 5 November 1990 at 6:30 p.m. The meeting was called to order by Council President Collins. Present: Council President Collins, Councilmembers Pierson, McLean, Schneider, Stehura, Stockwell and Pulliam. OLD BUSINESS 1. The Council reviewed the following budgets: Tallman restoration, ice arena, golf course, planning, code administration, community development, economic development, fire department, police department, other expenditures, and TIF III subsidy. During the discussion of the golf course budget, Councilmember Pierson moved to delete $15,000 for consulting fees, seconded by Councilmember Stockwell and failed by the following vote: Aye: Councilmembers Pierson, Schneider and Stehura. Nay: Council President Collins, Councilmembers McLean and Pulliam. Pass: Councilmember Stockwell. During the discussion of the economic development budget, Councilmember Schneider moved to increase the tourism line item $6,500, seconded by Councilmember Pulliam. Councilmember Stockwell moved to amend the motion by renaming the line item from tourism to a direct subsidy to the Chamber of Commerce. He received no second. Council voted on the main motion and that passed by the following vote: Aye: Council President Collins, Councilmembers Pierson, McLean, Schneider, Stehura and Pulliam. Nay: Councilmember Stockwell. During the discussion of the police department budget, Councilmember Stehura requested the administration to redistribute the memo discussing the police department computer upgrade written in 1988. 2. Review of circuit options. Council postponed discussion of circuit control until November 12th, 1990. 3. Review of code administration fees. Councilmember Pulliam and Councilmember Stockwell will sponsor the introduction of an ' ordinance increasing code fees. NEW BUSINESS 1. Matters not on the agenda. Councilmember Stockwell moved to reduce leisure services capital outlay line item by $1,000, to reduce the parks department rental of equipment line item $1,315, to reduce the fire department's capital outlay line item $700, and to reduce the engineering department capital outlay line item $233, seconded by Councilmember Pulliam and passed unanimously. Council President Collins moved to not add another transit route to our present system, seconded by Councilmember Stockwell. The motion was then withdrawn by Council President Collins and Councilmember Stockwell withdrew his second. Councilmember Pulliam and Councilmember Schneider will sponsor an ordinance that would make the license or permit holder responsible for revocation/suspension non-renewal hearing costs. Council President Collins stated that the December 24th meeting would be held at 11:00 a.m. in the Council chamber, instead of its normally scheduled time.
