Special meeting of the City Council of the City of Janesville
held at the public library 22 October 1990 at 6:30 p.m.
The meeting was called to order by Council President Collins.
Present: Council President Collins, Councilmembers Pierson,
McLean, Schneider, Stehura, Stockwell and Pulliam.
OLD BUSINESS
1. The Council reviewed the general government and insurance
budgets. Councilmember Stockwell moved to delete $3,390 from the
retirement line items in the general fund budget, seconded by
Councilmember McLean and passed unanimously.
Councilmember Pierson moved to increase the health insurance line
items for the general fund by $89,500 and reduce the workmans
compensation budget for the general fund by $89,500, seconded by
Councilmember Schneider and passed unanimously.
2. The Council reviewed the library budget: and requested the
following information: 1) Council President Collins requested a
schedule outlining the number of new positions that were added to
the library budget during the past five years. 2) Council
President Collins and Councilmember Stehura requested a fiscal
impact statement on withdrawing from the Arrowhead Library
system. 3) Councilmember Stehura requested an explanation of how
the county levies for the Arrowhead Library system and the impact
it has on the library budget. In addition, he requested an analysis of
the cost of providing library services to county residents in comparison
to city residents.

No one spoke on Matters Not on the Agenda.
There being no further business, the meeting was adjourned at
9:00 p.m.
