Regular meeting of the City Council of the City of Janesville,
held in the Municipal Building 25 June 1990 at 7:30 p.m.
Council President Collins called the meeting to order.
Presents CouDcil President Collins, Councilmembers Pierson,
McLean, Schneider, Stehura, Stockwell and Pulliam.
CONSENT AGENDA
Minutes of the regular meeting held 11 June 1990.
Licenses and recommendations of the Alcohol License Advisory
Committee.
Financial statement for the month of May 1990.
Council President Collins stated that if there were no objections
the consent agenda would be approved. There were no objections.
(All applications of licenses are on file in the office of
the City Clerk and are incorporated by reference therein
and may be examined upon request at all resonable times.)
OLD BUSINESS
1. Requests and comments from the public on matters which can be
affected by Council action. No one appeared for this item.
2. A proposed ordinance no. 90-676 annexing land and a proposed
ordinance no. 90-677 zoning of the property located on East
Milwaukee were given their second reading and public hearing
jointly. No one appeared for the public hearing.
Councilmember McLean moved to adopt ordinance no. 90-676,
seconded by Councilmember Pulliam and adopted by the following
vote: Aye: Council President Collins, Councilmembers Pierson,
McLean, Schneider, Stehura and Pulliam. Pass: Councilmember
Stockwell. (File Ordinance No. 90-676)
Councilmember Pulliam moved to adopt ordinance no. 90-677,
seconded by Councilmember McLean and adopted by the following
vote: Aye: Council President Collins, Councilmembers Pierson,
McLean, Schneider, Stehura and Pulliam. Pass: Councilmember
Stockwell. (File Ordinance No. 90-677)
3. A proposed ordinance establishing a summer watering
wastewater discharge credit for residential customers was given
its second reading by title only and public hearing.
Dan Drozdowicz of 1705 Sherman Ave. questioned the maintenance
cost of a clear water meter which was responded to by the
administration.
Councilmember Pulliam moved to adopt said ordinance, seconded by
Councilmember Stockwell and failed by the following vote: Aye:
Council President Collins, Councilmembers Stockwell and Pulliam.
Nay: Councilmembers Pierson, Schneider, Stehura, Stockwell and
Pulliam. (File Ordinance No. 90-680)
4. A proposed revised ordinance rezoning property located at
3410 Bell Street from B4 to MI was given its second reading by
title only and public hearing. No one appeared for the public
hearing.
Councilmember Schneider moved to adopt said ordinance, seconded
by Councilmember Pulliam and adopted unanimously. Councilmember
Stockwell was absent for this vote. (File Ordinance No. 90-662)
5. Council President Collins presented the request from the
administration for direction on the speed limit study.
Councilmember Pierson moved to direct the administration to
include the speed limit study as part of the 1991 Budget Process,
seconded by Councilmember Pulliam and passed unanimously.
NEW BUSINESS
1. Councilmember Pulliam moved to approve Certified Survey Map
9OOll-C, 4 lots located at the northwest corner of Exeter Drive
and Southwyck Drive, seconded by Councilmember McLean and adopted
unanimously. (File CSM No. 9OOll-C)
2. A proposed resolution no. 90-1290 for the issuance of
Industorial Revenue Bond in the amount of $3,250,000.00 for
Monterey Mills, Inc. under Wisconsin Statutes Section 66.251 as
amended to finance a project thereunder and authorizing the
publication of notice and Resolution no. 90-1291 waiving the
competitive bidding requirements pursuant to 66.521 Wisconsin
Statutes were reviewed by Mr. Doug Venable.
Councilmember Pulliam moved to adopt Resolution no. 90-1290,
seconded by Councilmember McLean and adopted unanimously. (File

3. Councilmember Pulliam moved to adopt Resolution no. 90-1291,
seconded by Councilmember Schneider and adopted unanimously.

4. Introduction of a proposed ordinance prohibiting habitual
truancy and contributing to truancy was introduced, given its
first reading by title only, and scheduled for public hearing on
9 July 1990 at 7:30 p.m. (File Ordinace No. 90-678)
5. Introduction of a proposed ordinance amending Section
8.74.020 A. of the City's Smoking Ordinance by adding property
and school-owned motor vehicles to the list of educational
facilities where smoking is prohibited was introduced, given its
first reading by title only, and scheduled for public hearing on
9 July 1990 at 7:30 p.m. (File Ordinance No. 90-679)
6. Introduction of a proposed ordinance amending the time limits
determining when abandoned, unlicensed, or non-operable vehicles
constitute a public nuisance was introduced, given its first
reading by title only, and scheduled for public hearing on 9 July
1990 at 7:30 p.m. (File Ordinance No. 90-681)
7. Matters not on the agenda. There were no matters not on the
agenda.
8. Councilmember Pulliam moved to convene into closed session
pursuant to Section 19.85(1)(g), Wis. Stats., for the purpose of
conferring with legal counsel for the governmental body who is
rendering oral and/or written advice concerning strategy to be
adopted by the body with respect to a claim which may likely
result in litigation, seconded by Councilmember Stehura and
adopted unanimously.
There being no further business the meeting was adjourned at 8:55
p.m. to reconvene in closed session.
These minutes are not official until approved by the City
Council.
