Study Session of the City Council of the city of Janesville
held in the Municipal Building 21 February 1989 at 7:05 p.m.
The meeting was called to order by Council pro tem
Pulliam. Present: Councilmembers Collins, Stehura, Schneider
At 7:06 p.m. Council President Stockwell and Councilmembers
McLean and Pierson joined the meeting.
NEW BUSINESS
1. Evaluation of the feasibility of an ordinance on the payment
of bills prior to the issuance of City licenses and permits. The
administration .responded to questions .asked by Councilmembers.
The Council agreed with the administration's recommendation of
putting more emphasis on collections and to not introduce an
ordinance prohibiting the issuing of City licenses to individuals
or businesses with delinquent accounts.
2. Evaluation of the feasibility of establishing education,
training, or testing requirements for bartender licenses. The
Department of Revenue ls proposing legislation establishing this
type of requirement for holders of bartenders' licenses.
Therefore, the Council referred this item back to the Alocohol
License Advisory Committee and the administration until the state
acts on this requirement.
3. Review of planning and zoning fees. The administration and
the City Council discussed this report, and concluded that
planning and zoning fees should be placed on the Council agenda.
4. Review of the process and time line for evaluating the
feasibility of increasing speed limits on various streets. The
administration and City Council discussed the type of criteria
that should be used in determining whether increased speed on
various streets should be implemented.
The Council requested that the administration estimate the cost
of the traffic study and forward that information to them. The
Council will then direct the administration whether to proceed or
not.
There being no other business, the Council adjourned at 8:23 p.m.
