01-24-90STUDY SESSION MINUTES WEDNESDAY, JANUARY 24, 1990 APPROVED 2/5/90 All Councilmembers were present. Also present were: Steven E. Sheiffer, City Manager; Herb Stinski, Director of Finance and Administration; Tom Rogers, Assistant City Manager; Ray Voelker, Chief of Police; Larry Grorud, Fire Chief; Bob Boldt, Director of Public Services. The City Council reviewed five matters. After discussing the feasibility of a summer watering credit on wastewater bills, Councilmembers Collins and Pierson requested that the matter be placed on a future City Council Agenda for formal consideration. The Administration indicated the matter would be scheduled in conjunction with a review of wastewater rates so they can be considered simultaneously. The City Council briefly discussed the Fire Year Police Department Reorganization and Staffing Plan, and agreed that it was an internal 'planning document that did not need Council action. A significant amount of time was invested in reviewing proposed changes to the False Alarm Ordinance. By consensus, the City Council indicated that the proposal to discontinue direct connection burglar alarms should not be pursued. The Councilmembers did agree that the Administration should proceed with a formal ordinance to Council and that it should include false fire alarms. By consensus, the City Council indicated that no formal action should be scheduled on the City's Comprehensive Plan and that the current service level for commercial waste collection should be continued. The meeting adjourned at 9:05 p.m.
