Regular meeting of the City Council of the City of Janeville,
held in the Municipal Building 7 January 1991 at 7:30 p.m.
The meeting was called to order by Council President Collins.
Present: Council President Collins, Councilmembers Pierson,
McLean, Schneider, Stehura, Stockwell and Pulliam.
CONSENT AGENDA
Minutes of the regular meeting held 24 December 1990.
Council President Collins stated 'that if there were no
objections, the Consent Agenda would be approved. There were no
objections.
Action on a potential City Council primary. Councilmember
Schneider stated for the record that he would pass on this
matter, because of a conflict of interest. Councilmember
Stockwell moved to direct the administration not to hold a
primary for the 1991 City Council race, seconded by Councilmember
McLean and passed by the following vote: Aye: Council President
Collins, Councilmembers Pierson, McLean, Stehura and Stockwell.
Nay: Councilmember Pulliam. Pass: Councilmember Schneider.
OLD BUSINESS
1. Requests and comments from the public on matters which can be
affected by Council action. There were none.
2. A proposed ordinance adding to the list of streets required
to yield to other designated streets that Lincoln Street and
Monterey Park yield to Riverside Street was given its second
reading by title only and public hearing. No one appeared for
the public hearing.
Councilmember Pierson moved to adopt said ordinance, seconded by
Councilmember McLean, and adopted unanimously. (File Ordinance
No. 90-695)
3. A proposed ordinance adding to the list of designated stop
intersections that the intersection of North Randall Avenue and
Black Bridge Road be designated as a 4-way stop intersection, was
given its second reading and public hearing. No one appeared.
Councilmember Schneider moved to adopt said ordinance, seconded
by Councilmember Pierson and adopted unanimously. (File
Ordinance No. 90-696)
4. Action and public hearing on a request for a variance of a
distance requirement to establish a Community Living Arrangement
at 805 East Milwaukee Street. Rollo McGinness, 805 East
Milwaukee, spoke in favor of this variance. Arnold Hahnfeld,
718 East Milwaukee, requested that the variance be conditioned on
Mr. Rollo McGinness operating the Community Living Arrangement.
According to City Attorney Wald Klimczyk, this conditional use
request would not be legal.
Councilmember Pulliam moved to grant the variance, seconded by
Councilmember McLean and passed unanimously.
5. A proposed ordinance annexing property located east of Beloit
Avenue and south of Kellogg Avenue was given its second reading
by title only and public hearing. No one appeared.
Councilmember Pulliam moved to adopt said resolution, seconded by
Councilmember Stockwell and adopted unanimously. (File Ordinance

6. A proposed ordinance establishing the zoning classification
of land located east of Beloit Avenue and south of Kellogg Avenue
was given its second reading by title only and public hearing.
Councilmember Schneider moved to adopt said ordinance, seconded
by Councilmember Pulliam and adopted unanimously. (File
Ordinance No. 90-702)
7. A proposed ordinance annexing certain lands located north of
Rotamer Road and east of Tanglewood Drive was given its second
reading by title only and public hearing. No one appeared.
Councilmember Pulliam moved to adopt said ordinance, conditioned
upon the approval of the special assessment waiver and Mr. Neuman
petitioning the Milton School District to allow this land to be a
part of the Janesville School District, seconded by Councilmember
Stockwell.
Councilmember Stockwell moved to postpone action on this
ordinance for two weeks, seconded by Colancilmember Schneider and
passed unanimously. (File Ordinance No. 90-699)
8. Council President Collins set over for two weeks, the second
reading and public hearing of a proposed ordinance establishing
the zoning classification of certain lands located north of
Rotamer Road and east of Tanglewood Drive. (File Ordinance No.
90-700)
9. Council President Collins set over for two weeks action on a
motion to approve the waiver of special assessment procedure for
the Newmann annexation.
10. A proposed resolution authorizing the acquisition of land
for a City Services' Center was given its public hearing. Randy
Hughes, 1510 South River Road, spoke in opposition to this
resolution.
Councilmember Stockwell moved to adopt said resolution, seconded
by Councilmember McLean and failed by the following vote: Aye:
Councilmembers McLean, Stockwell and Pulliam. Nay: Council
President Collins, Councilmembers Pierson, Schneider and Stehura.
Council President Collins scheduled a special Council meeting on
10 January 1991 at 7:00 p.m. to discuss this matter further. All
Councilmembers waived notice of this meeting. (File Resolution

NEW BUSINESS
1. Recommendation of the Plan Commission. Action to approve
Certified Survey Map 90068-C, Joe Thomas, 4 lots located on
Dayton Drive.
Councilmember Pulliam moved to approve CSM 90068-C, seconded by
Councilmember Schneider and passed unanimously. (File CSM 90068-
C)
2. A proposed resolution deleting special assessments in the
subdivision of Majestic Hills was introduced and scheduled for
public hearing on 21 January 1991. (File Resolution No. 91-1331)
3. A proposed resolution vacating a portion of Holiday Drive
east of Clover Lane was referred to the Plan Commission and
scheduled for public hearing on 18 February 1991. (File
Resolution No. 91-1332)
4. A proposed ordinance annexing property located along either
side of Kennedy Road north of USH 14 was introduced by title only
and scheduled for public hearing 4 February 1991. (File
Ordinance No. 91-708)
5. A proposed ordinance establishing the zoning classification
of land located north of USH 14 adjoining Kennedy Road was
introduced by title only, referred to the Plan Commission and
scheduled for public hearing on 4 February 1991. (File Ordinance
No. 91-709)
6. Matters not on the Agenda. Councilmember Stockwell asked if
anyone would co-sponsor an ordinance wlhich would prohibit nude
dancing in the City of Janesville. No one on the Council agreed
to co-sponsor that ordinance.
There being no further business, the meeting was adjourned at
10:03 p.m.
These minutes are not official until approved by the City
Council.
